To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: July 27, 2007

Subject: Weekly Update

As we continue to assess all City services in light of our on-going budget concerns,
Council will review a proposal to maintain the long-term financial viability of the golf
golf learning center/driving range
course. The possibility of a at the Ruth Park Golf
Course was introduced in 2003. The idea being that not only would the center act as a
direct connection to Brittany Woods providing golf curriculum it would draw additional
golfers to the course. Golfers would increase revenue via use of the range as well as
add to rounds of golf played on the course. This would allow the course to maintain a
high level of quality without City subsidy. Other potential areas for exploration include
assessing fee structure, management contract, tax increases, and if all else fails,
alternate uses for the property. The Park Foundation took on the idea of the learning
center and raised funds for a golf course architect to design the project, which was
complete in 2007. The Park Foundation and Park Commission formed a joint
committee to review the proposal and voted unanimously to forward the issue to the
Park Board and Council for consideration. The Park Board voted unanimously to
support the concept and approved the prioritization of the golf-learning center for the
next Municipal Grant Round. The August 6 study session will be held in Council
Chambers at 5:30 PM. I have included copies of the 2004 master plan, the current
proposal for the learning center, golf-pro contract and golf round and revenue history. If
you are interested in taking a tour of the course or the proposed development site,
contact Golf Pro Ron Akin directly at 727-4800.

annual auction of unclaimed
The University City Police Department will hold its
property
on Saturday, August 18, 2007, at 10:00 AM on the parking lot of the Police
Department. In case of rain, the auction will be held on-site inside Fire Engine House
#1. We will have various auction items including bicycles, clothing, jewelry, electronic
equipment, and other items.
