<br />City of University CitySecond Century Commission <br /> <br />The City should aggressively develop the Olive/I-170 and the Delmar/I-170 <br />interchanges. The City should take advantage of these two sites locational <br />advantages, promoting multi-use developments that would have a regional <br />attraction. <br /> <br />Vision Four: Promote and Expand Arts and Culture <br /> <br />Background. <br />The City is home to a wide array of performing and visual arts <br />institutions. Examples include the Center for Contemporary Arts, Craft Alliance, <br />the Tivoli, and the University City Symphony Orchestra. Located nearby are the <br />Edison Theatre, Kemper Art Museum, the Pageant Theatre, and the Regional <br />Arts Commission. All exist within and interact with the City’s growing number of <br />entertainment clubs, galleries, and restaurants. <br /> <br />Recommendations. <br />The City should build on this impressive base, expanding it <br />so that it has an even greater presence within the region. The City should <br />actively attract additional arts organizations to the community, stressing the <br />synergism that they can provide. <br /> <br />The City should encourage more community-wide festivals and events that <br />promote cultural understanding and celebrate its diversity. These might include a <br />street event emphasizing the City’s international and cultural flavors, an <br />expanded public art program, artist in residence programs that feature local <br />artists, and a closer collaboration with the St. Louis International Film Festival. <br /> <br />The City should create partnerships with local universities both to expand arts <br />and cultural opportunities as well as to pursue other educational ventures. <br /> <br />Vision Five: Premier Governmental Services <br /> <br />Background. <br />University City has historically provided excellent governmental <br />services. It has had and continues to have dedicated elected officials, <br />employees, and citizen volunteers. The City is respected locally and nationally <br />for its exemplary council-manager municipal government. Present and future <br />budget challenges, however, will make it more difficult for the City to maintain its <br />service delivery reputation. <br /> <br />Recommendations. <br />The City should cultivate best practices in every municipal <br />department to create a more customer friendly culture based on the principles of <br />efficient and effective governance. <br /> <br />The City should actively explore additional inter-local agreements with adjoining <br />municipalities and other governmental units to improve service quality and <br />efficiency. <br /> <br />The City should be a national model for sustainable development and <br />environmental services.
