Session 1844
June 17,2002

name and address and call on her to help when the time comes. Ms. Alsup said that
she would be very interested in helping on this project.

Loretta Bryant, 7863 Milan,, said that she was here representing the Belmont Hills and
Mendell Drive neighborhood association. She wished to again bring up her concerns
about the people along the Mendell and Trenton MSD improvement being assessed for
any monies to pay for this project. She and the eleven residents that this affects is very
much against having to pay for these improvements. These residents, living on a fixed
income, have been suffering for thirty years watching their property erode away and it
isn't fair to make them pay anything.

Ms. Welsch asked if Mr. OIlendorff's explanation for the need of the assessment had
been properly conveyed to these residents. Mr. Ollendorff said that it had been
explained to them. Mr. Ollendorff said that it is not known for sure whether or not an
assessment will be needed. After the bids come in and MSD agrees to pay as much as
possible, we will look at other outside sources for funds and if, after all of these sources,
if there is a balance, the residents will more than likely have to pay the remainder. The
Council will have the ultimate decision and will more than likely request a public hearing
on this matter.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READING:

BILL NO. 8592 - AMENDING CHAPTER 5.72 OF THE MUNCIPAL CODE,
RELATING TO SELF-SERVICE LAUNDRIES AND DRY CLEANING
ESTABLISHMENTS, BY REPEALING SECTION 5.72.020 THEREOF,
RELATING TO HOURS WHEN ESTABLISHMENTS MAY BE OPEN, AND
ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS
"SECTION 5.72.020 HOURS WHEN ESTABLISHMENTS MAY BE OPEN,"
THEREBY AMENDING SAID SECTION SO AS TO AUTHORIZE THE CITY
MANAGER TO SET EXTENDED HOURS OF OPERATION; CONTAINING A
SAVING CLAUSE AND PROVIDING A PENALTY.

Mr. Wagner moved to defeat 8592. Mr. Munkel seconded the motion, which
carried unanimously.

EMERGENCY BILLS:

A bill was introduced by Mr. Munkel, entitled:

AN ORDINANCE FIXING THE COMPENSATION TO BE PAID TO CITY
OFFICIALS AND EMPLOYEES AS ENUMERATED HEREIN FROM AND
AFTER JUNE 19, 2002, AND REPEALING ORDINANCE NO. 6313 AND

7
