Session 1844
June 17, 2002

Responding to Mr. Lieberman, Mr. Ollendorff said that this was a transfer for a full liquor
license that is currently at that location.

Mr. Wagner wanted to find out what the experience and background was for the new
owners. Mayor Adams said that the owners would be called up to answer questions in
a moment.

Mr. Munkel asked if there was any statute that would prevent us from issuing a license
to one of the applicants, a conditional resident of the United States. Mr. Ollendorff said
that presented no problem at all.

Ricardo Rivera, 14502 Casaldo Drive, Chesterfield, Mo, responding to Mr. Wagner
stated that he owned a Mexican family restaurant with a full liquor license in Alton, II. It
operated seven days a week. The liquor license included Sundays, as well, and they
never had any problems during the time they operated it. They are fully aware of the
liquor regulations in the state of Illinois and Missouri. They are interested in a well run
business that is responsible to the community and well make sure that the liquor control
laws are followed. They operated the Alton restaurant for one year and will be selling
their interests in light of obtaining the four Tomatillo restaurants. They intend to serve a
variety of beers, margaritas and pina colatas.

Mr. Munkel moved approval. Ms. Colquitt seconded the motion, which carried
unanimously.

CITIZEN COMMENTS:

Andrea Schnapp, 439 Westgate, said that she was hear to discuss the problems with
the music on Delmar. She had written Mr. Ollendorff about the problem a year ago. It
is basically a problem with the Dixie Land Band. She spoke with Mr. Lieberman about
three weeks ago, as well. It has not got any better and is much worse. Mr. Ollendorff
advised her to call the police if it became too much of a problem. She has called the
police on three occasions, two of which, were this past weekend. On Sunday, she had
the police officer over there twice. They had a party planned for Father's day and she
and her guests could not hear each other. The band does not attempt to tone it down.

Theresa Alsup, 936 Gay, said that there is a high degree of interest in the Heman Park
Recreation Facility and she is under the impression that there are plans to expand it.
She wished to find out about the current status of this project. She also wanted to find
out what the citizens needed to do to facilitate this proposal.

Mr. Ollendorff said that this summer the City Council would be deciding on Recreation
facility and pool expansion, as well as two other big projects. His best guess that it will
probably end up on the ballot for the citizens to vote for in the form of a bond issue. He
advised her to keep watch on the papers. He also told her that he would remember her
