Ms. Borg stated that she felt the firing of the lifeguards was too lenient and they should have been held more accountable. Elsie Glickert, 6712 Etzel Ms. Glickert felt that Heman Park Pool had been the jewel in University City’s crown until three years ago when the management changed and the bickering started. She did not like the present lifeguard certification process, outside management of the pool, why the PR department was not involved in the handling of the media inquiries and that the director’s office is not located at the Centennial Commons. She felt the entire situation was poorly managed. Danielle Herron, 7833 Gannon Ms. Herron said that she felt the guards made a mistake , they were punished and lets move on. M. COUNCIL COMMENTS Ms. Rachel Watson Ms. Watson announced the formation of Service Board at University City High School. It is a collaboration of National Honors Society, Student Council and Trend (a student volunteer group). Secondly she is looking to work with the City to create a hangout for teenagers within University City. Ms. Watson said that she has had complaints from parents and students saying that the handling of the Heman Park lifeguards sent a bad message in that when teenagers break the law; all that happens to them is to be fired. Her sources feel there should be a uniform policy enforcing probation and community service when infractions of the law take place. Ms. Brot spoke of signage at uncontrolled crosswalks. She asked if the County won’t pay for the signage, can the City put up these signs instead? Mr. Price would like the City Manager to follow-up on the statement that the lifeguard party has been taking place for many years. In the future, he will be looking for, depending on economic status and station in life, that individuals who do not have the same higher status be treated equally. He feels strongly that all youth should be treated the same. Lastly Mr. Price wanted to remind everyone of the National Crime Night Out is scheduled for August 7 for citizens to participate. On August 11, the University Schools are having a back to school rally and invited everyone to attend. Ms. Ricci said the Council would be more effective if they had their meeting materials earlier. She asked the Council to consider modifying their rules in which they operate so as to receive the agendas and any other information at least one week in advance, to the extent the City Manager and the City Clerk have the information prior to the Thursday before Council meeting. Ms. Ricci thanked Ms. Watson for her interest in forming a teen hangout and volunteered to help in anyway she could. August 6, 2007
