MINUTES OF UNIVERSITY CITY COUNCIL STUDY SESSION August 6, 2007 The Council Study Session, held in the Chambers of the City Hall, on Monday, August 6, 2007, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the following members of the Council were present: Mr. Robert Wagner Mr. Arthur Sharpe, Jr. Ms. Stefany Brot Mr. Michael Glickert Ms. Lynn Ricci Mr. Byron Price Also present were City Manager Ms. Julie Feier and the Director of Parks and Recreation, Ms. Nancy MacCartney. The Study Session agenda was planned for the Director of Parks and Recreation, Ms. MacCartney to give a presentation on creating a golf learning center / driving range at Ruth Park Golf Course. The learning center/driving range was proposed in order to make Ruth Golf Course become financially profitable without the City subsidizing it. The history of rounds played from its inception in 1932 to 2004 was shown in a bar graph. This was followed by a brief explanation of key elements associated with the cost of operating Ruth Park Golf Course: 1. Golf Professional 2. Clubhouse 3. Maintenance 4. Cart Paths 5. Areas presently used for driving balls. Ms. MacCartney then presented a recommendation and the evaluation of the options. Recommendation: 1. Teaching facility would allow the professional to provide clinics and lessons. 2. Teaching facility would provide additional revenue. 3. Nearest driving range is ten (10) miles away. 4. Five (5) options of placement of the learning center/driving range. In order to evaluate the five options Ms. MacCartney considered: 1. Impact and view of nearby residences 2. Consolidation of the practice green and teaching range adjacent to the clubhouse and the number one tee. 3. Length of the teaching range 4. How play could be made more interesting 5. Addition of lights 6. Distance from parking area D-2-a 7. Costs: including development, operation and maintenance August 20, 2007
