MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />August 6, 2007 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, August 6, <br />2007, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Robert Wagner <br /> Mr. Arthur Sharpe, Jr. <br /> Ms. Stefany Brot <br /> Mr. Michael Glickert <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br />Also present were City Manager Ms. Julie Feier and the Director of Parks and Recreation, <br />Ms. Nancy MacCartney. <br /> <br />The Study Session agenda was planned for the Director of Parks and Recreation, Ms. <br />MacCartney to give a presentation on creating a golf learning center / driving range at <br />Ruth Park Golf Course. <br /> <br />The learning center/driving range was proposed in order to make Ruth Golf Course <br />become financially profitable without the City subsidizing it. The history of rounds played <br />from its inception in 1932 to 2004 was shown in a bar graph. <br /> <br />This was followed by a brief explanation of key elements associated with the cost of <br />operating Ruth Park Golf Course: <br />1. Golf Professional <br />2. Clubhouse <br />3. Maintenance <br />4. Cart Paths <br />5. Areas presently used for driving balls. <br /> <br />Ms. MacCartney then presented a recommendation and the evaluation of the options. <br />Recommendation: <br />1. Teaching facility would allow the professional to provide clinics and lessons. <br />2. Teaching facility would provide additional revenue. <br />3. Nearest driving range is ten (10) miles away. <br />4. Five (5) options of placement of the learning center/driving range. <br /> <br />In order to evaluate the five options Ms. MacCartney considered: <br />1. Impact and view of nearby residences <br />2. Consolidation of the practice green and teaching range adjacent to the <br />clubhouse and the number one tee. <br />3. Length of the teaching range <br />4. How play could be made more interesting <br />5. Addition of lights <br />6. Distance from parking area <br />D-2-a <br />7. Costs: including development, operation and maintenance <br />August 20, 2007 <br /> <br />
