<br /> DRAFT <br />MINUTES OF UNIVERSITY CITY COUNCIL <br /> <br />AUGUST 20, 2007 <br /> <br />At the Special Session of the City Council of University City held in the Chambers of the City <br />Hall, on Monday, August 20, 2007, Mayor Adams called the meeting to order at 6:30 p.m. In <br />addition to Mayor Adams, the following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Robert Wagner <br /> Ms. Stefany Brot <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br />Also in attendance was City Manager, Ms. Julie Feier. <br /> <br />D. APPROVAL OF MINUTES <br />August 06 2007, regular session minutes were moved for approval by Mr. Wagner, seconded <br />by Mr. Sharpe, Jr. and approved unanimously. <br />August 06, 2007, study session minutes were moved for approval by Mr. Sharpe, Jr., <br />seconded by Ms. Brot and approved unanimously. <br /> <br />E. APPOINTMENTS <br />Mr. Wagner nominated Mary Johnson for reappointment to the Board of Adjustment, <br />seconded by Mr. Sharpe, Jr. and was approved unanimously. <br /> <br />F. SWEARING IN <br /> <br />G. PUBLIC HEARINGS <br />Setting of tax rate on real property for University City <br />The Public Hearing was opened at 6:10 p.m. With no one present to speak it was closed at <br />6:12 p.m. <br /> <br />Director of Finance, Ms. Janet Watson explained that after the Public Hearing notice was <br />published, the actuary contracted by University City notified Ms. Watson that the Police and <br />Firemen Retirement fund needs money contributed to it. The Pension Board recommended <br />amortizing the surplus over the next 15 years and re-establishing the property rate for the <br />amount of the necessary contribution. When done, the City’s total levy would be at $0.915 <br />compared to the 2006 rate of $0.906. Ms. Watson said the St. Louis County was late in <br />sending cities their rates because of the many protests the County has received on the <br />property tax reassessment. The County has a September 1 deadline for municipalities to <br />establish their rate. The County has verbally said that University City could send it in after <br />their September 4 Council meeting but Ms. Watson said that this has never been tested and <br />would recommend having a Special Session before September 1, for final approval of tax <br />rate. <br /> <br /> <br />September 4, 2007 <br /> <br />
