Council Agenda Item Cover ________________________________________ MEETING DATE: September 24, 2007 AGENDA ITEM TITLE: Annual Leaf Vacuuming Contracts AGENDA SECTION: Consent CAN THIS ITEM BE RESCHEDULED? : No BACKGROUND REVIEW: The City provides curbside bulk leaf collection each fall and spring. Leaves at the curb line are picked up by mechanized street sweepers and specialized trucks fitted with vacuums. The leaves are transported to the Ruth Park Nursery where they are processed into a fine mulch product and made available free to U-City residents and sold to businesses for their gardening and lawn care needs. Last fall 22,464 cubic yards of leaves were collected in the City. During the fall bulk leaf collection period, when the leaf-fall is at its heaviest, in order for us to maintain our collection schedule, it is necessary to use private contractors to supplement the collection efforts of city crews. The contractors are required to provide up to date equipment and be available to work during extended hours and inclement weather conditions. BID RESULTS: This is the second year of a three year, competitively bid contract. Complete Curbside submitted a bid of $124.75 per hour. Hendel Lawn Care submitted a bid of $165.00 per hour. The city budgets approximately $66,000 for contractual leaf collection services. Last year, the contract was split one-third to Complete Curbside (2 vacuums available) and two-thirds to Hendel Lawn Care (3 vacuums available). RECOMMENDATION: This year, Public Works recommends that the $66,000 leaf collection services contract be split evenly between the two contractors. Staff recommends $33,000 for Complete Curbside Leaf Removal Service and recommend continuing the current contract in the amount of $33,000 for Hendel Lawn Care Service . H-4-a September 24, 2007
