Traffic onto the alley would be dispersed and there would not be an issue with trash <br />collection on the alley. <br />Questions / Comments and Discussion by Plan Commission <br /> <br />-It was stated that the property had been zoned commercial for decades and the residents who <br />lived nearby were used to the way the alley functioned with the businesses on Olive. <br /> <br />-Typically traffic flow would go back out to the main street. The applicant stated that the <br />proposed traffic circulation was intended to address safety and the proposal would eliminate <br />left-hand turns onto Olive Boulevard, where there is no middle turn-lane at this location. <br /> <br />-The applicant stated she had spoken with all businesses between Kingsland and Ferguson. <br /> <br />-Plan Commission members discussed adding a requirement for the applicant to provide <br />additional buffering on residential properties directly north of the subject site to block <br />headlights if those property owners so desired. <br /> <br />A motion was made by Mr. Miller to recommend approval of the Conditional Use Permit <br />application with the conditions set forth in Attachment B of the staff report with an <br />additional requirement that applicant provide landscape buffering on the residential <br />properties directly north of the site, if desired by those property owners. <br />Questions / Comments and Discussion by Plan Commission <br /> <br />-This was a good project and while there were concerns about the additional traffic on the <br />alley, the safety would be improved with the proposed layout. <br /> <br />-The concerns discussed were technical. However, it should not become a habit to increase <br />traffic on alleys. <br /> <br />-The proposal would provide a service that was needed in the area. <br />The motion was seconded by Mr. Salamon and carried unanimously. <br />The Chairperson stated that the next step was for City Council consideration of the <br />application. <br />4. Zoning Text Amendment PC 16-03 Proposed Zoning Code Text Amendments <br />pertaining to the Civic Complex Historic District <br /> <br />Mr. Greatens explained the proposal and provided background information. The proposal <br />was to amend the Zoning Code Section that sets forth the boundaries for the Civic Complex <br />Historic District, a locally designated historic district, to add the old University City Library <br />building located at 630 Trinity Avenue. The Code Review Committee recommended <br />approval of the Text Amendment at their July 12 meeting. The Historic Preservation <br />Commission recommended approval of the Text Amendment at their June 16 meeting. <br />tğŭĻ Ќ ƚŅ Ў <br /> <br />
