Mr. Miller made a motion to approve the proposed Text Amendments as reflected in the <br />material distributed to the Plan Commission. The motion was seconded by Ms. Moran and <br />carried by a vote of 5 to 0. Ms. Locke abstained. <br />7. Other Business <br />7.a. Work Session Centene Clayton Campus Expansion project - Proposed Zoning Map <br />Amendment / Development Plan 7440 Forsyth Boulevard from PD-M Planned <br />Development Mixed-Use District to Amended PD-M Planned Development Mixed-Use <br />District for part of a mixed-use development in Clayton and University City <br />Mr. Greatens provided an overview of the PD Planned Development District rezoning <br />process and provided a map and images of the site for background information. He stated <br />that Traffic Commission and Green Practices Commission members were invited to attend <br />e process. They were welcome to ask <br />questions and provide comments as individuals <br />Mr. Larry Chapman with Clayco provided a summary of the project for the Plan <br />Commission members. The proposal was to expand the existing Centene headquarters <br />located in Clayton with a four-phase project that included office space, corporate lodging, a <br />corporate civic auditorium, retail, and structured parking. The third phase of the project <br />includes the University City portion. He stated that the proposed development would be <br />pedestrian friendly and take advantage of the proximity to the Metrolink station on Forsyth <br />Boulevard. He stated there were still changes that would be made to the current plans. <br />Questions / Comments and Discussion by Plan Commission <br /> <br />-Would the auditorium include public use? Mr. Chapman stated it was possible as it might <br />provide a tourism element to the development. <br /> <br />-Would the retail space be one-story? Mr. Chapman stated the parking garage would include <br />first floor, street-level, retail. It was intended to be multi-functional, in case the retail market <br />is not strong and there might be opportunities for other commercial uses. <br /> <br />-How many cars would the parking garage fit? Mr. Chapman stated it was for approximately <br />900 cars. <br /> <br />-What visual impact would the parking garage have? Mr. Chapman stated the parking garage <br />would be design to not look like a parking garage. He mentioned the existing Centene <br />headquarters to the west the parking garage was designed to not look like a parking <br />garage. <br /> <br />-What would the timeframe for development be? Mr. Chapman stated their intent was to <br />start construction in November or December and complete the project in 2019. <br />Mr. Chapman stated there team had just received the traffic study today. There would likely <br />be some changes to the plans as a result of the information and recommendations in the <br />traffic study. <br /> <br />-What is proposed for the frontage along the access drive?
