Session 1846
July 22, 2002

able to clarify and study the allocations until January. Mr. Wagner believes that the
biggest allocation that should be studied and discussed at greater length is the
$119,615 for Sutter and Leland Street and Sidewalk Repairs. He wants the record to
show that we will come and study at greater length how this $162,000 is going to be
spent.

Mayor Adams said that Sutter is the entrance to our City and it is in a horrible state of
disrepair. If we want to keep our City healthy, we have to take care of the fringes too.
that means you have to help your neighbor, then this means you have to help your
neighbor. He is hoping that if we help our neighbors, our neighbors will be more
inclined to help us. The federal budget may continue at a deficit enough to warrant
eliminating CDBG funds in the future.

Ms. Welsch agrees with the Mayor's sentiments and she is glad that the Code
Enforcement money will opened up to benefit the northeast area. She visited this area
after the CDBG public hearing and she agrees that there are too many code violations
that we should not be allowing in our City. This area must be fixed up.

Mayor Adams said that once Sutter gets repaved then it will become imperative to put
pressure on them, us and the County to enforce really tough code enforcement
measures.

The motion to approve carried unanimously.

RESOLUTION: WEST DRIVE IMPROVEMENTS:

Mr. Lieberman moved a resolution to support street improvements on West Drive to be
paid by the residents by special tax assessment. Mr. Sharpe seconded the motion,
which carried unanimously.

CITIZEN COMMENTS:

Iris Crowder, 6635 Etzel, stated that the alleys on Crest and Etzel were getting fixed on
the other side of Kingsland seven years ago. She wanted to know why they stopped
when they got to her street. She pays taxes and would like to have an answer. Mayor
Adams said that Mr. Ollendorff would find out for her and contact her with the
information.

REQUEST FOR LEGISLATION:

Mr. Munkel requested that the City Manager draft a bill related to nursing home safety.
He continued saying that we had four citizens die in the Leland Nursing Home incident
and the State Legislature failed to pass anything meaningful to deal with this issue. The
criminal justice system has also failed us in this matter as well. We might not have
