Session 1846 <br />July 22, 2002 <br /> <br />and Fire Academy. They have a definite vested interest in that street, If it is paved, it <br />should become a county urban road, so it can be maintained with snow removal and <br />street sweeping. U. City East has been attempting to influence the County along this <br />line. She is happy to hear that improvements will be made to the alleys in the northeast <br />sector, because there are several that have collapsed. She is not in favor of spending <br />this money to help pave Sutter for the benefit of St. Louis County. They have enough <br />money to take over the entire plan. She would rather see this $50,000 stay in University <br />City in the northeast sector. She believes this money should be allocated to code <br />enforcement to help maintain our tax base in the northeast area. She believes Leland <br />isn't nearly as bad off as the northeast section of the City and that this money should be <br />re-allocated to the northeast sector. She added that if they had individual roll out carts <br />then that would prevent the extra trash to be deposited which has to be carted off. She <br />asked if the $21,000 for police was for overtime, which Mr. OIlendorff confirmed. <br /> <br />Jeff Suttle, 1143 Sutter, said that he works for the street division for U. City. He was <br />told about the changes that would be occurring on Sutter and he will be affected. Sutter <br />has been patched and repaired so many times that it is just like a speed bump track. <br />There are many deplorable, vacant houses near Corbitt. It does not look good for the <br />City. This is a lack of caring, not a lack of curb appeal. He wants to see positive <br />changes for Sutter and the City and supports the City helping financially to see this <br />done. <br /> <br />Mr. Munkel was interested in moving forward with the application, but relooking at the <br />allocations at a later date. He directed the audiences' attention to the consent calendar <br />where the Council just approved half a million dollars for street repairs, which some <br />funds will be used on this project. The City also has a five year maintenance plan for <br />our streets and sidewalks. He suggested that interested citizens contact the public <br />works department to get a copy of this plan to see what the priorities are and then come <br />back and tell us if we are right. He thanked the citizens for coming forward tonight <br />letting us know about the alleys. <br /> <br />Mr. Munkel moved approval of the application. Ms. Colquitt seconded the motion. <br /> <br />Ms. Colquitt agrees with Mr. Munkel that we should approve the application, but that we <br />should also study the allocation further to make sure the residents are informed on our <br />process to the allocation specifics. <br /> <br />Mr. Ollendorff clarified that this year we are not allocating any code enforcement monies <br />to Parkview. The Code Enforcement allocation can be spent entirely in the northeast <br />area. Ms. Colquitt would prefer to designate a specific amount to the northeast area. <br />This money can only be spent in areas that have a majority of Iow or moderate income <br />residents. <br /> <br />Mr. Wagner clarified that we are approving just the application tonight, but we will be <br /> <br /> <br />
