Session 1846 <br />July 22, 2002 <br /> <br />Mayor Adams said that the City has a very long history of aiding citizens with home <br />repairs. He is getting the sense that people feel like the City isn't doing anything or <br />enough, which is really not true. Ms. Felton would like to see a report of whatever we <br />have done. <br /> <br />Mr. Ollendorff stated that the loans are not based on a citizen's ability to repay. The <br />payments are based on the ability to pay. The lower income the less we expect you to <br />pay. The higher the income, the more we expect you to pay. About a 1/3 of the money <br />goes out in grants and the citizens do not have to pay anything. This goes to the <br />poorest of our seniors. The payments that are received go into a fund to be able to <br />provide assistance to the next generation of Iow income seniors trying to keep their <br />homes. That is the path that the Mayor and Councilmember Lieberman got the City on <br />and the fund is now close to $700,000 built up over the years. This is what makes this <br />program available today. <br /> <br />Mr. Sharpe stated that he remembered that Mr. Ollendorff stated that this application <br />must be approved tonight, because there is a deadline that we must meet. The <br />deadline is at the end of this month and the Council doesn't meet again until mid- <br />August. Mr. Ollendorff suggested that the Council approve the application tonight and <br />then amend it afterwards. <br /> <br />Mr. Munkel asked for more information about the proposed work on Sutter. Mr. <br />Ollendorff replied that regular City funds had been budgeted to repair the eastern end of <br />the Etzel alley. There is another alley near Sutter that is also going to be repaired. <br />These will be repaired this year. He did not put those into the CDBG, because that is <br />money for next year and we want to repair these alleys this year with regular City <br />money. The City has been trying to get Suffer paved for twenty years. It is in horrible <br />condition. The City paved portions of Sutter in U. City and have been trying to get the <br />rest of Sutter paved by the other municipalities and the County. Ten days ago the <br />County agreed, in a meeting with the Mayor, that they would agree to kick in $175,000. <br />The total cost is going to be $350,000. The County does not own Sutter. $utter belongs <br />to U. City, Pagedale and Wellston. Wellston will kick in $25,000, which is a big <br />percentage of their community development budget. Pagedale will pay $100,000. Our <br />contribution to this project, which benefits all of us, is $50,000. He thinks that this is a <br />bargain for our City. Most of the concrete will go into another city's boundaries; <br />however, it still benefits us since it is a gateway to our City. <br /> <br />Ms. Colquitt asked when the repairs to the Etzel and Crest alleys would occur this year. <br />Mr. Ollendorff stated that one is scheduled for August and the other will be done this <br />fall. <br /> <br />Elsie Glickert, 6712 Etzel, stated that it doesn't surprise her that the County is being so <br />benevolent with fixing Sutter, because that is the home of the St. Louis County Police <br /> <br /> <br />
