She <br />believes that more money should be allocated to the northeast quadrant. There are four <br />vacant, derelict buildings that need to be taken care of. They attract crime. The 700- <br />900 block of Leland is scheduled to receive funds - she believes that some of this <br />money should be used to improve curbs and sidewalks in the northeast quadrant as <br />well. <br /> <br />Nova Felton, 8031 Noel Ct., is speaking tonight as a thirty-one year homeowner and a <br />representative of her block unit. They agree with Joan Botwinick's proposal to redirect <br />some of the CDBG funds to allocate funding for $30,000 emergency home repair funds <br />for Iow and moderate income families and $20,000 to maintain and repair alleys in the <br />northeast section of U. City. U. City is the only municipality that runs its own home <br />repair program, There is nothing in our CDBG proposal that provides assistance to Iow <br />and moderate income families as required by law. These funds should benefit more Iow <br />and moderate income families and be more uniform to other municipalities. We need to <br />table this approval tonight. <br /> <br />Responding to Ms. Welsch, Ms. Felton replied that the County runs the program for the <br />other municipalities. Mr. Ollendorff said that he told the County that U. City wanted to <br />run our own program. We do not run our program like the other municipalities do. <br /> <br />Mr. Wagner said that he believes that we participate in the County program, but that we <br />also run our own separate program. Ms. Felton said that she had talked to the County <br />today and they told her that the City has their own program. The funds are kept by the <br />County and the County disperses the funds, but we have our own program. The County <br />Home Improvement program that the City participates in has a two year wait list. We <br />have people that need help now. Ms. Felton has asked at the CDBG public hearing to <br />receive some information on the source of the $80,000 we have stockpiled for home <br />improvement. <br /> <br />Mr. Ollendorff said that there are two home improvement programs - one is run by the <br />County with our money. They have $70,000 of our money and they are administering it <br />under their rules. We don't like some of their rules and think that they are much too <br />restrictive. We want to be more helpful to our residents, so we set up our own <br />administration and found funds in a variety of old programs that had been closed out <br />which were eligible to be used for home improvement programs. 100% of the money is <br />spent for home improvement with our own administrators and inspectors for our own <br />residents. We spend much more than $30,000 for emergency repairs and we do it <br />ourselves. The citizens have a choice - they can go to the County where they have <br />$70,000 of our money or they come to the City where we have $80,000 to help them <br />repair their homes. Mr. Ollendorff said that citizens would need to go to the fourth floor <br />for a list of organizations that can provide assistance for home repairs. There are many <br />other organizations besides the County and U. City's programs. <br /> <br /> <br />
