Session 1846 <br />July 22, 2002 <br /> <br />the Homeless County shelter. <br /> <br />Mr. Ollendorff said that we can make changes to these allocations easily up until next <br />January. In January, the money is distributed. In June of 2003, we can also make <br />changes only if we haven't spent the money. City staff and citizens always ask that the <br />greatest amount of money possible should go to lower income homeowners to help <br />them maintain their homes. Mr. Ollendorff reported that we currently have two home <br />repair loan and grant funds - one that University City operates and one that the County <br />CDBG department funds with our money. They total about $150,000. <br /> <br />Reverend Robert Huston, 6505 Etzel, is the pastor of Mt. Gideon Baptist Church in <br />University City. He stated that he is looking for financial support for their Feed the <br />Hungry program from the CDBG. In the year 2000, they served ten thousand meals to <br />children, the elderly and Iow income people. In 2001, this number rose to fifteen <br />thousand. Their budget has risen to twenty five thousand meals to serve to the hungry <br />in their current budget. He would like to see half of the grant funds for the hungry, if not <br />all, to come to Mt. Gideon for their program. <br /> <br />Reverend Huston said that the alleys between Etzel and Sutter are in horrible disrepair <br />and he would like some consideration given to them, as well. <br /> <br />Joan Botwinick, 511 Westview Drive, stated that she feels that very few people knew <br />about the public hearing. She received a notice in the mail, but previous years she had <br />received a suggested projects list which she didn't receive this year. She wonders why <br />there isn't more publicity about this hearing. She believes we should have a public <br />hearing before we even suggest a list of projects. She doesn't understand why 1/3 of <br />the CDBG funds should go to repairing a street that belongs to Wellston and Pagedale. <br />She requests that this allocation be eliminated in favor of $30,000 for emergency home <br />repair and $20,000 to maintain and repair the alleys that Rev. Huston just spoke of. <br />She still believes that we need to have an emergency repair program for forestalling the <br />deterioration of housing stock and help families that are having a tough time financially. <br />Many people on the City's program are on a 2-4 year waiting list. She wishes to ask the <br />Council to table the CDBG allocation until the citizens have been better notified and <br />another public hearing can be scheduled. She received information from the County <br />regarding the City's home improvement programs, but the citizens know little about it. <br /> <br />Richard Dockett, 6844 Crest, asked for additional time to consider how to allocate the <br />very small CDBG funds. He believes that these funds should be refocused towards the <br />northeast area. He particularly believes that attention needs to be paid to the area <br />around the Ferguson side Pershing Accelerated School. The sidewalks are in disrepair. <br />He believes that the money for Wellston should be eliminated because they should be <br />able to receive empowerment fund money from the County. <br /> <br />Patricia Merritt, 6558 Corbitt, said that she was glad to see money allocated to the <br /> <br />'7 <br /> <br /> <br />
