Session 1846
July 22, 2002

Ms. Welsch said that she is glad to see this properly being used, but them are maybe
too many car repair facilities along this stretch. She believes that the Council should
possibly review how this part of Olive should look like for the long term being that this is
a well traveled venue into our City.

Mr. Lieberman asked the Mayor to invite the applicant to the podium.

Arthur J. Reynolds, 5734 Chamberlain, the applicant, responding to Mr. Lieberman,
stated that he was aware of all of the conditions including the one regarding adding
curbs and driveway approaches. He agrees to all of the conditions.

The motion to approve carried unanimously.

AGENDA #5 - COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION:

Mr. Ollendorff recommends approval of the application for $162,000 in CDBG money for
the year 2003 as follows:

Code Enforcement
Community Policing
Food for the Homeless
Trees
Sutter and Leland Street & Sidewalk Repairs

$ 11,000
$ 21,300
$ 3,000
$ 7,085
$119,615

The Sutter Avenue Project will receive $50,000 from University City with the balance
totaling $300,000 coming from Wellston, Pagedale, and St. Louis County. University
City residents and businesses will benefit greatly when adjacent portions of this street
are finally improved to the same standard that University City's have been in recent
years.

The current balances in the City's and County's home repair programs for University
City residents total just over $150,000 with 20 on the waiting list. These funds are
adequate to serve those who have applied to date and we will continue to be vigilant in
seeking out home repair funding.

Mr. Ollendorff recommends approval of the application for these funds. City Council
may request changes in these allocations up until early 2003 if higher priority needs are
identified.

Mr. Munkel moved approval. Ms. Colquitt seconded the motion.

Mr. Ollendorff said that he received an earlier communication from Shirley Richman,
who thanked the Council for their continued support of a $3,000 allocation for Feeding

6
