He is sure that it would be used more for <br />fighting fires than rescuing people from tall buildings, but it would be hard to put a price <br />tag on this. This vehicle would provide a very high level of protection beyond what most <br />cities are able to provide for their citizens. <br /> <br />Mr. Wagner believes that having equipment like this gives us a better fire insurance <br />rating. <br /> <br />Responding to Mr. Munkel, Mr. Ollendorff stated that the discounts that Mr. Munkel is <br />referring to were offered by the manufacturer in that if we paid part or all of the purchase <br />price in advance we could receive some discounts off of the price. We are not <br />recommending this to the City Council. We would rather not pay any money until we <br />see the vehicle fully equipped and can verify that it meets all of our specifications. <br /> <br />Mayor Adams thanked Chief Toomey for his report on the useage of the current ladder <br />truck. It is helpful to see that this purchase will meet a significant need. <br /> <br />The motion to approve carried unanimously. <br /> <br />AGENDA #4- CONDITIONAL USE - 6779 Olive: <br /> <br />Mr. Ollendorff concurs on the recommendation of the Plan Commission that approval be <br />granted for an automotive repair facility on the northeast corner of Ferguson and Olive <br />except that I strongly recommend an additional condition relating to installation of new <br />curb and driveway approaches. The proposed use for a generalized auto repair and tire <br />sales facility meets all requirements of the City Ordinance if it is constructed and <br />operated in compliance with proposed conditions. This site has been a target for <br />improvement for many years. The present layout is neither safe nor attractive. The <br />added condition should be that new curbs and driveway approaches be installed <br />meeting the standards of the University City Public Works Department on the Ferguson <br />frontage and of the St. Louis County Highway Department for the Olive frontage. This <br />will involve replacing the wide-open access area to one carefully constructed driveway <br />on each street. All other conditions recommended by the staff and Plan Commission <br />should be adopted including a detailed landscape plan installed no later than May 31, <br />2003; Outdoor vehicle storage limited to six vehicles during daytime hours; Vehicle <br />service and repair only within the building; repair operations only between 7:30 a.m. and <br />6:00 p.m. weekdays and 7:30 a.m. to 4:00 p.m. on Saturday with no repair operations <br />on Sunday; repair of all paved surfaces; regular policing and provision of trash and <br />refuse disposal containers; lighting and utility equipment installed in accordance with <br />city codes; and controls on traffic and parking during construction. Following these <br />conditions should result in a welcome new business providing a much-improved <br />appearance on U. City - Olive. <br /> <br />Mr. Sharpe moved approval.
