Session 1846
July 22, 2002

Agreement between University City and the International Association of Firefighters
Local 2665 regarding wages and related matters. A separate memorandum is in place
for captains and firefighters. Wage rates have been adjusted to conform with the pay
ordinance approved by the City Council in June, 2002. Changes previously approved
by the City Council relating to prevailing rights, fringe benefits, and related matters have
all been included in the agreement update executed by representatives of the City and
the Union. Official copies are on file in the office of the Director of Human Resources.

Mr. Munkel moved adoption. Ms. Colquitt seconded the motion, which carried
unanimously.

AGENDA #3 - AERIAL LADDER PURCHASE: We have received three bids for
replacing our 1982 aerial ladder truck, as follows:

Name Price Trade In Total
Metz Aerial $960,837 $56,500 $904,337
Bronto Aerial $799,500 $60,000(revised) $739,500
Sutphen Aerial $761,876 $50,000 $711,876

The lowest price available does not meet our specifications especially not fitting
properly into our fire station. Mr. Ollendorff recommends accepting the proposal by
Banner Fire Equipment, Inc. to furnish the Bronto Rescue Ladder Platform with trade in
of our 1982 aerial tower at a net cost of $739,500. Payment will be made from the
general fund prior year reserve when the vehicle is delivered and found to meet all
specifications in July, 2003. It should be noted that our specifications called for a
firefighting apparatus incorporating many items of updated technology and safety
features as well as a full compliment of rescue, emergency medical, and fire
extinguishment equipment.

This vehicle is engineered for all types of ground-level rescue, emergency medical and
firefighting service in addition to aerial rescue and fire extinguishing capabilities. With
this vehicle we will be better able to protect the lives and property of University City
residents and our mutual aid partners as well as affording maximum protection for our
fire and emergency medical services staff.

Mr. Wagner moved approval. Mr. Munkel seconded the motion.

Mr. Lieberman said that there were some concerns from residents regarding this type of
purchase because we don't have a lot of high rise buildings. The point was made that
we were satisfying neighboring cities' needs whom we assist in mutual aid. Mr.
Ollendorff replied that this is a necessary component only in what degree of protection
we want to offer our citizens. Mr. Ollendorff stated that we have several eight or nine
story buildings, which this vehicle could be used for. Other uses for this vehicle would
be assisting buildings in need above three stories. It will also be helpful in putting

4
