Mr. Ollendorff recommends that the <br />award be made to Micro-Surfacing, Inc. for their bid of $311,748.04. This firm provided <br />services meeting our specifications three years ago. <br /> <br />#3 - West Drive Improvement Engineering: Property owners on West Drive between <br />Lafon and Teasdale have petitioned for a special tax bill street improvement including <br />curbs, gutters, storm sewer and pavement. They would very much like to have this <br />work done before the end of this year. Mr. Ollendorff recommends contracting out the <br />engineering since our staff is fully occupied with citywide contractual projects this <br />summer. Proposals were received from Site Development Engineering, Inc. and from <br />Claxton Consulting Engineers, both firms with a good reputation for this type of work. <br />Mr. Ollendorff recommends contracting with Site Development Engineering, Inc. based <br />on their estimated cost of $14,230.00 plus their availability to complete this project <br />planning in time for fall construction. <br /> <br />#4 - Medical and Dependent Care Savin~,s Plans for Employees: Mr. O[tendorff <br />recommends implementing voluntary IRS Section 125 medical and dependent care pre- <br />tax savings plans for all permanent U. City employees. The initial cost is about $10,000 <br />payable by the City to contract with a third party administrator which would manage <br />employees' accounts, educate and handle employees' inquiries, process <br />reimbursements, and other related administration. Each year thereafter would be about <br />$6,000 per plan year. Action needed to begin implementation October, 2002 is <br />acceptance of the proposal by TASC to provide plan administration services at an <br />estimated first year cost of $10,000. This firm has the best combination of price and <br />services among eight companies surveyed. <br /> <br />#5 - Set Public Hearing on Vacating Alley on Purcell at Bartmer: Mr. Ollendorff <br />recommends setting a public hearing for 7:30 p.m. in these Council Chambers on <br />August 12 to hear comments on the proposed vacating of a street right-of-way going <br />south from Bartmer Avenue between 6850 and 6900 Bartmer. There is no apparent <br />public need for this right-of-way, which currently serves as a shared driveway for the <br />two adjacent residences. <br /> <br />#6 - Burns Construction Inspection and Materials Testing: Several firms have been <br />considered for the provision of construction inspection services and for materials testing <br />on two bridge construction projects on 82nd Boulevard; the Walton Bridge and the River <br />des Peres Bridge.
