Session 1848 <br />July 30, 2002 <br /> <br />AGENDA #5 - CONFLICT OF INTEREST POLICY DISCUSSION: <br /> <br />After discussion, the senses of Council was that if a City Councilmember has direct <br />involvement with a matter to be voted on by the City Councilmember, then that <br />Councilmember should verbally disclose the conflict of interest and then refrain from voting <br />by leaving the Council chambers. <br /> <br />AGENDA #6 - EMAIL AND OPEN MEETINGS: <br /> <br />Mr. Ollendorff stated that City Attorney John Mulligan had come up with an opinion of this <br />matter and will be forwarding a written opinion in a few days. Basically, any live, <br />concurrent session over the internet, such as chat rooms and instant messaging could be <br />construed as a meeting and must follow the sunshine laws for open meetings. Email could <br />not be considered a meeting; however, email messages that could be printed out would be <br />considered a public document. The email could be considered a public document if <br />residing on a public computer. <br /> <br />The Council did not have time to deal with Trinity/Delmar Traffic Control, Loop Trash, <br />Temporary Sidewalk Repairs, Development Subsidy Policy, Computer System Review. <br />These items will carry forward to the next study~ession. <br /> <br />Mayor Adams adjourned the meeting at 9: · ~-i V~/' ,, <br /> <br /> (~_e~ha Meine Forsythe, City Cler~,~/ <br /> <br /> <br />
