Session 1849 <br />August 12, 2002 <br /> <br />Which amounts to $1800 - $2700 dollars. The minimum that he stands to spend, <br />because he has 120' of frontage, is $5500, which is twice what any other resident would <br />have to pay. For this amount he gets only the side street frontage improved, not his <br />entire lot. <br /> <br />Edward Eisenhart, 534 West, said that he echoes Mr. Hill's comments. He lives on the <br />other corner lot across the street from Mr. Hill. He has about 150' of frontage. He only <br />knew about this because of the letter he received in July from City Hall. He wants to <br />know where all the water is going to go. Right now, the street is fine. Responding to <br />Mr. Wagner, Mr. Eisenhart said that there was approximately 60 feet to the sewer. Mr. <br />Wagner stated that curbing his yard up to the sewer would solve the drainage problem. <br />Mr. Eisenhart said that this doesn't help the aesthetics of how his yard looks. <br /> <br />Alvan Sage, 523 West Drive, stated that the two gentlemen that just spoke do have <br />quite a lot of frontage on West and Teasdale. The remaining 14 properties are smaller <br />lots. After a rainstorm, you would notice an accumulation of water at several points <br />along that block. Mr. Sage said that five of the 14 properties at the time of the petition <br />were up for sale. They have since sold. He knows that one of those five property <br />owners supports this proposal. <br /> <br />Responding to Mayor Adams, Mr. Ollendorff said that they are going to try to design the <br />improvements without including their frontage. We will report back to the City Council in <br />a few weeks, after the engineering is finished. The Council will then need to decide <br />whether or not to adopt the final plan. Responding further to Mayor Adams, Mr. <br />Ollendorff said that all of the corner properties are considered abutting frontage. We no <br />longer distinguish between side and front. <br /> <br />Responding to Mr. Wagner, Mr. Ollendorff said that there is no required percentage. <br />The City Council's informal policy in the past has been to look for 50% in favor before <br />moving fonNard. There is no required majority in the Charter or Ordinance. The City <br />Council could deny this measure regardless of how strong the support. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff said that he will make sure that the <br />Council is each given a planned use schematic of the planned street improvement. <br /> <br />Responding to Mr. Munkel, Mr. Ollendorff said that the engineer will design the curb and <br />gutter to keep any water from going into the adjacent properties. <br /> <br />Responding to Mr. Wagner, Mr. Ollendorff said that the City would have to pay for any <br />additional drainage structure that might be needed. Until the engineering is finished, it <br />is unclear what might be needed. <br /> <br />Mayor Adams closed the public hearing at 8:00 p.m. <br /> <br /> <br />
