Session 1849 <br />August 12, 2002 <br /> <br />AGENDA #3 - WEST DRIVE STREET IMPROVEMENT: <br /> <br />A public hearing has been set for this time and place to hear comments on the paving <br />and drainage improvement for West Drive between Lafon and Teasdale. This <br />improvement was petitioned for by nine property owners. The improvement will be <br />constructed adjacent to 16 properties. The special assessment rate per abutting foot is <br />$44.50 established by the City Council last year. This represents substantially less than <br />half of the total cost. Since the public benefits from this improvement, the city pays the <br />balance of the cost. Typically property owners are given the option of paying over a <br />period of ten years in equal, annual installments at 8% interest. Following consideration <br />of comments from this public hearing, the next step will be for the city to adopt a <br />resolution directing that the project proceed. When it is completed the City Council will <br />be requested to review the assessment role and direct the apportionment of cost as <br />described above. It is anticipated that this project may begin this Fall, but no later than <br />Spring, 2003. <br /> <br />Mr. Ollendorff stated that this improvement proposal included all of those properties <br />which fronted on West Drive. It did not include the two properties at the north end of <br />West Drive, which are substantial corner lots, fronting mostly on Teasdale. One <br />question we would need to answer tonight is the wishes of those two property owners. <br />Mr. Ollendorff received a written communication from the property owner on the north <br />west side indicating that they wish to be excluded completely from this improvement. <br /> <br />Mayor Adams opened the public hearing at 7:45 p.m. <br /> <br />Jason Hill, 8014 Teasdale, said that he was one of the corner lots Mr. Ollendorff <br />mentioned. He wished to state that he was opposed to being involved in the special tax <br />bill funded improvements of West Drive. The sewers are adjacent to his property and <br />the corner property across the street from him. He really doesn't see what <br />improvements need to be made. He doesn't see the necessity of adding curbing, which <br />will just make all the water drain right down the street into his property. <br /> <br />Responding to Ms. Welsch, Mr. Hill said that he was not initially approached by this in <br />May. In early December, Alvan Sage distributed information about this improvement <br />and was told that it would require unanimous approval of residents along the frontage. <br />He expressed, at that time, that he had no interest in it. He received information on this <br />proposal by someone in City government on July 30th. Responding to Mr. Wagner, Mr. <br />Hill said that right now, he doesn't have any drainage problems. He would be <br />concerned if the other 14 properties made improvements which could displace water <br />that used to be absorbed by the greenscape. Mr. Wagner asked if Mr. Hill wanted <br />curbing. Mr. Hill said he does not want to pay for any curbing, and asked that the <br />residents not go through with any improvements that may cause him a problem. Mr. Hill <br />stated that nine of the West Drive residents have between 39 - 60 feet of frontage. <br /> <br />3 <br /> <br /> <br />
