Session 1849
August 12, 2002

Jim Grove, 552 Mapleview Dr., stated that the back of his property is directly across
from the proposed repair shop. He went to another Meineke shop in the area just to
see what it looked like and what types of noises it generates. It did generate a lot of
noise. He does not believe that flipping the base will help him a bit. He is opposed to
this proposal.

Nancy Sachar, 8044 Lafon, said that she has just bought 8050 Lafon, as well. She is
opposed to this conditional use. Mr. McCabe, the proprietor, has promised the
residents many things. She wondered how his promises would be enforced. Mayor
Adams said that there would be no debate and asked Ms. Sachar just to state her
concerns and then the Council would speak after the citizens. Mayor Adams stated that
if an individual breaks the law then that individual has to go to court. A charge can be
brought forward by a citizen complaint, the police or an environmental inspector.

Norman Katz, 8330 Stanford, has been a resident since 1967. He wonders if this
development will cause environmental concerns such as noxious fumes. This should
be considered. There will be an increase in the toxicity of the air. He is also a member
of the Jewish community. There are three synagogues in this area and this is a very
heavily populated orthodox Jewish area. He is very much concerned with the many
children and other synagogue members that are walking in this area to cross Delmar.
Delmar is difficult to cross at any rate. He is opposed to this conditional use.

Dave Dempsey, 516 Mapleview, stated that this is a dirty site. This is on record at the
Department of Natural Resources. The DNR will not issue a clear letter for this site,
because they are afraid of the additional environmental issue that is off site. Certainly
under Old Bonhomme, the City should do a test to see what environmental issues might
be at stake here. If this issue would be resolved, we could be having a medical office
building on this site right now. It is for the public good that these issues are resolved
before any development moves forward at this site. We do not need a Meineke muffler
in a residential area. He is opposed to the conditional use permit.

Kathryn Pierce, 8059 Teasdale, stated that she is almost directly behind the property in
question. She believes that this development will negatively affect the character of her
neighborhood. She also believes that this will cause a bad traffic situation to become
even worse. She is opposed to the conditional use permit. She also wishes to move
forward with a zoning change to prevent any further automotive use of that property.

Ms. Welsch stated that she has concerns about this development. She also believes
that the citizens have clearly spoken on this matter. She also questions Mr. Ollendorff's
wisdom or the fairness of asking the developer to go back for a redesign when it looks
like this process will not favor his proposal. She would like to see this voted on this
evening. Mayor Adams said the Council needs an appropriate motion.
