Session 1850 August 26, 2002 5. An emergency bill was introduced by Mr. Munkel, entitled: BILL NO. 8618 -AN ORDINANCE ESTABLISHING AN ADDITIONAL TAX FOR THE UNIVERSITY CITY LOOP SPECIAL BUSINESS DISTRICT SO THAT THE ADDITIONAL TAX ON THE REAL PROPERTY FOR THE FISCAL YEAR 2002- 2003 SHALL BE $.7037 PER ONE HUNDRED DOLLARS ($100.00) OF ASSESSED VALUATION; AND CONTAINING AN EMERGENCY CLAUSE. The bill was given its first reading. The bill was given its second reading. The bill was given its third reading. Ms. Colquitt moved adoption. Mr. Wagner seconded the motion. The roll call vote was as follows: AYES: Ms. Welsch, Mr. Sharpe, Ms. Colquitt, Mr. Munkel, Mr. Lieberman and Mayor Adams. NAYS: none. Bill number 8618 passed and became Ordinance 6388. 6. An emergency bill was introduced by Mr. Wagner, entitled: BILL NO. 8619 - ORDERING THE LEVY AND FIXING THE RATE OF TAXES TO BE COLLECTED IN THE CITY OF UNIVERSITY CITY FOR THE FISCAL YEAR 2002-2003, TO PROVIDE FOR GENERAL REVENUE, TO PROVIDE FOR THE ESTABLISHMENT AND MAINTENANCE OF A FREE PUBLIC LIBRARY AND READING ROOM, AND CONTAINING AN EMERGENCY CLAUSE. The bill was given its first reading. The bill was given its second reading. The bill was given its third reading. Mr. Lieberman thought that we had already passed these three tax bills in June. Mr. Ollendorff said that he was correct. They have to be passed two times prior to the end of August in order to follow state procedures. Mr. Lieberman moved adoption. Mr. Sharpe seconded the motion. The roll call vote was as follows: AYES: Mr. Lieberman, Ms. Welsch, Mr. Sharpe, Ms. Colquitt, Mr. Munkel, Mr. Wagner and Mayor Adams. NAYS: none. Bill number 8619 passed and became Ordinance 6389.
