Session 1850 <br />August 26, 2002 <br /> <br />PUBLICATION PRINTING <br /> <br />$12,005.00 <br /> <br />ULTRA-COLOR CORP. <br /> <br />$13,975.00 <br /> <br />Mr. Ollendorff recommended awarding the contract to Publication Printing for their Iow <br />bid of $12,005.00, which is within our budget. <br /> <br />Mr. Wagner moved adoption of the consent calendar. Ms. Colquitt seconded the <br />motion, which carried unanimously. <br /> <br />AGENDA #2- PUBLIC HEARING PROPERTY TAX RATES: <br /> <br />A public hearing has been scheduled for 7:30 p.m., this date as required by law to hear <br />comments on the tax rates established by the City Council in June of this year. <br />Following this public hearing, the City Council must finalize those preliminary tax rates <br />in accordance with requirements of Missouri Statutes and Constitution. <br /> <br />Mayor Adams opened the public hearing at 7:38 p.m. and immediately closed it due no <br />citizen's request to speak forms. <br /> <br />AGENDA #3 - CABLE TELEVISION FRANCHISE: <br /> <br />A public hearing has been scheduled for this time and place to hear comments on the <br />proposed cable television franchise renewal with Charter Communications. The <br />company plans upgrade completion by this time and institutional network completion in <br />30 days. All contested issues and provisions have been resolved satisfactorily to the <br />City staff thus approval is recommended. <br /> <br />Mayor Adams opened the public hearing at 7:42 p.m. <br /> <br />Jay Bordeaux, 5933 DeGuiverville, 63132, represented Charter Communications. He <br />explained Charter Parity Initiative: Price, Product and Service. They are working to <br />make all systems, prices and service the same all throughout their service communities. <br /> <br />Ralph Bowser, 8050 Teasdale, said that he wished to make a few comments about the <br />franchise renewal with Charter. He suggested that the County consider some type of <br />community information technology group that could study cable issues across the <br />region to come up to some synchronous understanding. Los Angeles has a website <br />that demonstrates their initiative in this area. He would like to be able to pay for the <br />cable channels he wants rather than having to pay for all of them. He also has a <br />concern about having such a long time for a franchise until 2014. This seems like too <br />long of a period to tie into one company. He wondered what would happen when the <br />entire digital system was installed in 2007. <br /> <br />Stephanie Brot, Cornell Ct., chairman for the City's Committee for Access and Local <br />Origination Programming, wished to thank the savvy negotiation skills of this and <br /> <br /> <br />
