Session 1851 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />September 23, 2002 <br /> <br />At a special meeting of the City Council of University City held in Room 6, 2nd floor, of <br />City Hall on Monday, September 23, 2002, Mayor Joseph L. Adams called the meeting <br />to order at 6:00 p.m. In addition to the Mayor, the following members of the Council <br />were present: <br /> Ms. Cassandra Colquitt <br /> Mr. Wayne Munkel <br /> Mr. Robert Wagner <br /> Mr. Larry Lieberman <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also present was City Manager Frank Ollendorff. <br /> <br />RESOLUTION ON PROPOSITION K: <br /> <br />The City Council and Mr. Ollendorff discussed the Proposition K Resolution at great <br />length. Mayor Adams stated that this really needed unanimous Council support to be <br />effective. Mr. Ollendorff noted that the resolution lays out a schedule that delays the <br />project in order to allow for much more citizen input. Heavy construction would possibly <br />start in late 2003, maybe 2004. He noted that the fitness center improvements are <br />pretty much on schedule. Mr. Ollendorff believes that the project can still move forward <br />while still getting more citizen input. The Council discussed at what point construction <br />drawings would be produced. Ms. Welsch and Mr. Wagner both want to make sure that <br />definitive plans would not begin for five months, which would provide enough time for <br />citizen input into this process. Mr. Ollendorff said that this would be fine. He would not <br />bring final plans to the Council until early May. Councilmembers Wagner, Welsch and <br />Lieberman stressed again the importance of a significant public consensus on this <br />project. Mr. Ollendorff said that the preliminary work on this project was completed in <br />December 2001 and they have retained the architect on an hourly basis only. He will <br />make sure that the engineers/architects receive the citizen input as it comes in. <br />Responding to Councilmember Colquitt's question, Mr. OIlendorff replied that the <br />architect firm is EDM. They have a great deal of public facilities experience. <br /> <br />Ms. Welsch wanted to make sure that all alternatives were considered. She doesn't <br />want anything pre-decided. Mr. Ollendorff stated that there were many things that the <br />Council, with citizen input, had already decided on: i.e., no computer room; no a/c in the <br />shower room; not changing the shape of the pool, etc. Mr. Wagner said that this still <br />should not prohibit a broad public consensus. <br /> <br />Mr. Ollendorff said that he would like to start engineering the first seven bullet points in <br />the resolution. Number eight still needs more citizen input. <br /> <br /> <br />
