Session 1852
September 23, 2002

Preservation Commission for a term ending September 9, 2005. Mr. Sharpe seconded
the motion, which carried unanimously.

OATH OF OFFICE:

Ms. Forsythe administered the oath of office to Mr. Walter Daniels, Historic Preservation
Commission.

MOMENT OF SILENCE:

Mayor Adams noted that George Niemann, a University City honorary firefighter and
community newspaper man, passed away recently. A moment of silence was
requested in Mr. Niemann's memory.

RESOLUTION - PROPOSITION K:

Misters Wagner and Lieberman and Ms. Welsch jointly introduced a resolution
supporting Proposition K. The resolution spells out very specific processes and
procedures to assure citizen input and careful planning prior to formalizing any final
plans for rehabilitating the Heman Park pool and expanding and improving the
Recreation Center. Mr. Sharpe seconded the motion, which carried unanimously.

CITY MANAGER'S REPORTS:

AGENDA #1 - CONSENT CALENDAR:

#1 - Sale of Vacant Lot - 6301 Clemens: Mr. Ollendorff recommended selling the
vacant lot at 6301 Clemens to the Parkview Gardens Association. They intend to
enlarge the neighborhood garden on the adjacent property, which they maintain.
Transferring ownership will restore this property to the tax roll and ensure better
maintenance than has been the case over the past years at no expense to the City.
The sale price would be $1.00 plus any related expenses such as recording fees and
document preparation. The City acquired this property from St. Louis County, trustee,
to be placed in public use including redevelopment. Parkview Gardens Association
conducted all the investigation and research into this acquisition and transfer to their
use.

#2-(Removed) Rehabilitation of Sidewalks, Curb/Gutters: 700 Block of Leland Avenue:
Mr. Wagner asked for this item to be removed for discussion. Mayor Adams noted that
this would be discussed at the end of the City Manager's agenda.

#3 -West Drive Street Construction: The tabulation of bid proposals for the above
named project is as follows:

Amcon Municipal Concrete, LLC

$9O,350.5O

2
