Session 1852 <br />September 23, 2002 <br /> <br />Mr. Wagner stated that he is in no way related to the R.V. Wagner recommended for <br />award of this bid. Mr. Wagner stated that at the last CDBG hearing, there seemed to be <br />a public sentiment that there were higher priorities for this CDBG money than to be <br />used for the Leland project. Mr. Ollendorff said that this is year old money that was <br />approved by the Council a year and three months ago during last year's CDBG process. <br />It could have been changed over the ensuing six or seven months, but that didn't <br />happen. There weren't any requests to change this, so we've moved ahead with it. Mr. <br />Wagner clearly remembered at the last CDBG hearing a few months ago, the citizens <br />and the Council agreeing that Leland was not a high enough priority for CDBG funds. <br />Ms. Colquitt and Mr. Sharpe agreed with Mr. Wagner. Mr. Sharpe said that Leland was <br />discussed as Mr. Wagner stated. <br /> <br />Mr. Wagner moved to table this matter until this issue could be clarified. Ms. Colquitt <br />seconded the motion, which carried unanimously. <br /> <br />Ms. Glickert, 6712 Etzel, stated that Councilmember Wagner was absolutely right. <br />Leland Avenue was on the CDBG public hearing for approving the allocation for the <br />coming year. At that meeting, the Council agreed with the public attending the meeting, <br />that Leland was not a high enough priority to receive CDBG funds. <br /> <br />CITIZEN COMMENTS: <br /> <br />Robert Huston, pastor of Mt. Gideon Church, said that at the last meeting he had <br />attended, he had voiced his concern about the alleys being fixed on Etzel and Crest. <br />They also had asked for $3,000 for the church's Feed the Hungry program. They really <br />need this financial assistance to continue this project. They are very concerned about <br />the amount of drugs being sold in the 6500-6600 block of Etzel. There is also a concern <br />for the growing amount of vacant homes. <br /> <br />Jeff Suttle, 1143 Sutter, is very interested in seeing road improvements on Sutter from <br />Olive up to Julian. It is in great disrepair. He also suggested some free programs for <br />the youth at our park facilities that may encourage them to stay out of mischief. <br /> <br />Mary McCormack, 1071 Purcell, said that she is a resident of the Roth Grove <br />Neighborhood, a professional educator and mother of two small children. For several <br />years through numerous neighborhood meetings, petitions and extensive <br />communication with the University City Police department, they have attempted to <br />enlighten city officials regarding challenging situations that continue to arise in their <br />neighborhood. Requests for increased police control have fallen on deaf ears. They are <br />sometimes executed for several weeks or months to appease herself and her fellow <br />neighbors. They have been victims of verbal abuse, prohibited from entering their <br />streets, and have been forced to listen to lewd and vulgar lyrics from car stereos. They <br />have been burglarized and their cars have been damaged. She has helped a neighbor <br /> <br /> <br />
