Session 1852
September 23, 2002

An application has been received to sell all kinds of alcoholic beverages by the drink at
the restaurant in the old Chaney's location. The management of this new operation has
a clear record. Everything appears to be in order for City Council to approve a transfer
of the license to the new restaurant operation at this time.
Mr. Wagner moved approval. Mr. Sharpe seconded the motion.

Ms. Welsch noticed that there had been some question as to whether or not this
applicant had current registration with the Secretary of State's office and she wondered
if this issue had been resolved satisfactorily. Mr. Ollendorff said that the management
company is registered with the state in good standing. The corporation is also
registered with the state. The restaurant has not registered with the state according to
the police report. He has no further information regarding this situation.

Responding to Mr. Lieberman, Mr. Ollendorff stated that the applicant applied for both
liquor types, i.e. regular and Sunday sales. Mr. Lieberman asked how long Chaney's
had been closed and without a liquor license. Mr. Ollendorff was not sure. Mr.
Lieberman said that if this was strictly a transfer then it would not be legitimate if
Chaney's was closed longer than a year. Mr. Ollendorff will check and report back to
him.

Ms. Colquitt moved to table this matter until the questions could be resolved. Mr.
Munkel seconded the motion. The motion to table passed six to one, with Ms. Welsch
voting Nay.

FROM CONSENT CALENDAR ITEM #2 - Rehabilitation of Sidewalks, Curb/Gutters:
700 Block of Leland Avenue

The tabulation of acceptable and complete bid proposals for the above named CDBG
project is as follows:

R.V. Wagner
Midwest Mudjacking
Castle Construction *
Concrete Design
Engineers' Estimate
· Female owned

$65,950.00
$89,50o.oo
$90,617.50
$91,495.00
$69,615.00

Mr. Ollendorff recommended that this project be awarded to R.V. Wagner for their Iow
bid of $65,950.00.

Mr. Ollendorff stated that this project was budgeted by the City Council with CDBG
funds in the summer of 2001. This is not in the current CDBG allocation budget. This is
a year old item.

4
