Session 1852 <br />September 23, 2002 <br /> <br />Margaret Bradford, 6900 Bartmer, stated that she lives across from the house at 6901 <br />Bartmer, which is a nuisance. A kid from 6901 Bartmer set her trampoline on fire. The <br />grandmother and mother, when told about the incident, did not offer an apology or any <br />restitution. She is scared to go outside at night alone. She recounted an incident where <br />one of the boys threatened them with a bomb. She is a widow and she doesn't know <br />what to do about this situation with this particular house. Additionally, U. City put up a <br />fence in the back of her and there is a walkway going from Bartmer to Olive Street Road <br />up to Schnucks. The fence has never been completed. The people have been crawling <br />over the fence to go around and now the fence has been knocked down on the ground.. <br /> <br />Orlando Watson, 1223 Waldron, wished to voice similar concerns as the people before <br />him. His family has been in this area for forty years. He went to school with Mr. <br />Lieberman's son, Danny and he also knows Mr. Dockett's kids. He is from a different <br />generation, being 29, but he and his family care about U. City and that is why he is here <br />tonight. At 1224 Waldron, there is a family that is a menace. They have burglarized his <br />mother's house and bragged about it in front of him. Another burglary occurred at 1219 <br />Waldron, which was bragged about. There is a 14 or 15 year old boy in the house <br />named Mario. This boy was, just this past week, out in the street brandishing a gun. <br />Later on that day, around the corner, he pulled that gun on a friend of his, who is an ex <br />Navy Seal. The boy's brother was convicted of murder three years ago. He killed a <br />man in U. City by Heman Park. The father is a well known drug addict. There is loud <br />music throughout the night. There is a lot of traffic. There are about ten people in the <br />house and several of the smaller children haven't been to school in weeks. Something <br />needs to be done, because at this point, residents could start taking matters into their <br />own hands. After you call the police so many times, without results, you start to think <br />about doing things differently. This is where it is heading, because some of the younger <br />guys his age who know how the neighborhood used to be are not going to allow this to <br />continue. If the City doesn't do something about this soon, it will get worse. <br /> <br />Mayor Adams thanked everyone for all of their comments. He said that one of the <br />major problems is with the judicial system. He will be getting with the City Manager to <br />discuss these issues. <br /> <br />Ms. Welsch thanked the Mayor for his comments. She has been hearing these kinds of <br />stories since she came on the Council. She hopes that the Council talks about these <br />issues soon, because she thinks that there is enough of these issues happening in <br />different parts of the City that maybe we need to re-evaluate how we're policing the City. <br />She would like an update on the nuisance houses. She would also like to know why <br />some parts of the City does not seem to be inspected in the same way as other parts of <br />the City. She was on a bike ride the other day, and saw a house at 82® and jCanton <br />that she knows no inspector has gone by, because it is a jungle. This should not be <br />happening. She wants to know when the Council will talk about this and try to start <br />dealing with these problems. <br /> <br /> <br />
