Session 1852
September 23, 2002

Mayor Adams said we seem to be having difficulty, as a group, of being able to get
together to study these issues. Ms. Welsch stated that she would get Ms. Forsythe her
dates right away. Mr. Munkel wants to get together in the next month. Mayor Adams
stated it was up to the Council to clear dates to meet.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READING:

BILL NO. 8616 - AMENDING CHAPTER 10.44 OF THE UNIVESITY CITY
MUNICIPAL CODE, RELATING TO PARKING RESTRICTIONS ON SPECIFIC
STREETS, BY REPEALING SECTION 10.44.010 THEREOF, RELATING TO
PARKING PROHIBITED ON CERTAIN STREETS AT ALL TIMES, AND
ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS
"SECTION 10.44.010 PARKING PROHIBITED ON CERTAIN STREETS ATALL
TIMES,"THEREBY AMENDING SAID SECTIOIN SO AS TO PROHIBIT
PARKING AT ALL TIMES ON A PORTION OF HAFNER PLACE; CONTAINING
A SAVING CLAUSE AND PROVIDING A PENALTY.

The bill was given its second reading.
The bill was given its third reading.

Ms. Welsch moved adoption. Mr. Munkel seconded the motion.

Mr. Lieberman asked if this parking restriction would be affected by the River Des Peres
work north of Olive. Mr. Ollendorff doesn't' think so. Hafner is very narrow right at Olive
and if a car parks on either side, which rarely happens, the traffic coming in and out of
Olive has to squeeze into one lane. Plus if the car is parked in the wrong place, it can
create a blind spot. It shouldn't create any problems. It is designed to keep the first
couple of parking spaces at Olive clear of obstructions.

The roll call vote was as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mr.
Lieberman, Ms. Welsch, Mr. Sharpe, and Mayor Adams. NAYS: none. Bill number
8616 passed and became Ordinance 6390.

BILLS FOR INTRODUCTION:

1. A bill was introduced by Mr. Munkel, entitled:

AN ORDINANCE AMENDING CHAPTER 10 OF THE MUNICIPAL CODE OF
UNIVERSITY CITY, RELATING TO MOTOR VEHICLES AND TRAFFIC, BY
REPEALING SECTION 10.48.070 THEREOF, RELATING TO PARKING
METER FEES IMPOSED; MANNER OF PAYMENT AND SCHEDULE OF FEES;
PARKING WITHOUT DEPOSITING FEE IN METER; AND ENACTING IN LIEU

l0
