Session 1854
October 7, 2002

She also came to thank and commend Shelley Welsch, Larry Lieberman and Bob
Wagner on the work done on Proposition K- for responding to citizen input, comments
on design processes and concerns about proper oversight. She also suggested using
the same type of model in dealing with other problems. Although developing a
consensus is messy and takes longer, it is well worth it. She also announced an n
opportunity to come to another forum to raise awareness in a light-hearted and
community friendly way on welcoming all persons of differing abilities into the
community.

Barb Heise, 920 Golf Course Dr., repeated the same sentiments as the previous
speakers. She said that it was very important that these police issues are dealt with
immediately. She also feels very distressed, because she feels that the neighborhood's
concerns are not getting through to the City management or City Council. As a real
estate agent that sells homes in this area, it is her strong opinion that something very
unsavory is happening north of Olive and the poor attitude and attention of the police
department is only making it worse.

Michael Norveu, 6843 Olive, said that he owned a martial arts center and that he was
very concerned about the drivers next door at the Imo's pizza restaurant. The drivers
are not very careful and drive in a haphazard manner. He is concerned for the kids that
come to his center for training. He has attempted to call the U. City police on several
occasions. Officers have told him that there was nothing they could do until something
happened. Mr. Norveu thinks this is an unconscionable position to take. He could not
understand why something bad would have to happen in order for the police to take
action. He also agrees with the previous speakers that there is definitely a problem
north of Olive. There is excessive litter, bad language, and kids walking all hours of the
night.

Mr. Munkel said that it sounds like customer service is a monumental failure in the
police department. He doesn't understand why the Council has to hear these types of
complaints meeting after meeting. He believes that the Police department is due for an
attitude adjustment. He can't understand why a department that has been
acknowledged for a national award for professionalism can allow this kind of poor
service to continue. He asked the City Manager for an immediate report on this
situation.

Mr. Munkel left the meeting at this point.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READING:

BILL NO. 8620 - AMENDING CHAPTER 10 OF THE MUNICIPAL CODE OF
UNIVERSITY CITY, RELATING TO MOTOR VEHICLES AND TRAFFIC, BY
