Session 1858 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />November 2, 2002 <br /> <br />At a study session of the City Council of University City held in Room 6, 2n~ floor, of City <br />Hall on Saturday, November 2, 2002, Mayor Joseph L. Adams called the meeting to <br />order at 8:00 a.m. In addition to the Mayor, the following members of the Council were <br />present: <br /> Ms. Cassandra Colquitt (arrived at 8:20 a.m.) <br /> Mr. Wayne Munkel <br /> Mr. Robert Wagner <br /> Mr. Larry Lieberman <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also present was City Manager Frank Ollendorff. <br /> <br />AGENDA ITEM #1 - LEAF COLLECTION: <br /> <br />The City Council discussed whether or not it would be feasible to add another leaf <br />collection to the current schedule. Changing the schedule was also explored. Mr. <br />Ollendorff said that two longer pickups would probably be the best. This could be <br />discussed further during budget time. Mr. Wagner asked to change the first sentence of <br />the leaf collection description in the calendar to "You may rake leaves to curb line two <br />weekends before the week of collection." Ms. Welsch stated that it should be more <br />publicized that citizens do not need to use stickers during the months of November and <br />December and during one week in the spring. <br /> <br />AGENDA #2 - PAYDAY LOANS: <br /> <br />Mr. Ollendorff said that we don't like these businesses in University City, but it looks like <br />we may have to allow them. Our zoning attorney has prepared a bill permitting the <br />issuance of conditional use approvals for payday loan operations under appropriate <br />regulations and a public hearing will be held on November 18. Mr. Wagner said that we <br />should limit the number in the same manner that we do liquor stores. Our zoning <br />attorney says that it is easier to regulate the location rather than the number of <br />businesses. Mr. Ollendorff will check on this again with the zoning attorney. Discussion <br />ensued about continuing with our current policy of denying these businesses licenses. <br />Ms. Welsch felt it would be important to perform a study or research other studies on <br />the negative effects that these businesses have on a community. Mr. Ollendorff felt that <br />this would be huge undertaking. Mayor would be willing to look at special taxation for <br />these businesses. Mr. Ollendorff said that there was not timeframe to move on this <br />issue. He will get more legal opinions from the zoning attorney. <br /> <br /> <br />
