Session 1858 <br />November 2, 2002 <br /> <br />AGENDA #3 - DRUG ENFORCEMENT GOAL: <br /> <br />Mr. Ollendorff explained nuisance homes and how the City defines and deals with them. <br />A huge drug related incident could close a home right away. Normally, it takes many <br />months to go through the process of closing a nuisance house, however. Ms. Colquitt <br />would like this process speeded up. Mr. Ollendorff explained that it takes some time to <br />get enough evidence to build cases. Ms. Welsch would like full disclosure of all the <br />addresses alluded to in Chief Payne's report. Mr. Munkel suggested looking at our <br />nuisance housing ordinance and looking at ways to tighten it up. Mr. Ollendorff <br />explained the reports that were issued by the police department. Council discussed the <br />possibility of banning people. Mr. Ollendorff will look into these suggestions and report <br />back. <br /> <br />AGENDA #4 - SENIOR CITIZEN REFUSE RATES: <br /> <br />Mr. Ollendorff reported that seniors receive a 10% discount if they will use a 60 gallon <br />cart instead of a 90 gallon cart and pledge to recycle. This program has been well <br />received. The problem is how to offer this program to seniors that use alley dumpsters. <br />The problem is how to offer discounts for an alley dumpster shared by four to eight <br />families. Mr. Wagner said that we should just offer a discount to all seniors. Mr. Sharpe <br />suggested that seniors would come to City Hall and apply for the special senior <br />discount. Mr. Ollendorff will have the attorney draw up a bill. Ms. Welsch thought the <br />City should be looking at a "pay as you throw" program. The Mayor commented that <br />this program was nice, but it is hard to protect from people who would throw their trash <br />in other people's receptacles to avoid being charged more. <br /> <br />AGENDA #5 - CELLULAR PHONE LAWSUIT UPDATE: <br /> <br />Mr. Ollendorff reported that City Attorney John Mulligan was still working very hard on <br />this case. He believes that this will hopefully go to trial in 2003. The settlement offer is <br />still an option. <br /> <br />AGENDA #6 - MEDVE PROJECT UPDATE: <br /> <br />Mr. Ollendorff said that Medve's attorneys report that everything is done. Medve is <br />supposed to have full crews on site by December 2. Each day that work doesn't restart, <br />he loses more tax abatement, so he has a big incentive to move on this project on time. <br /> <br />AGENDA #7 - INFORMATION TECHNOLOGY UPDATE: <br /> <br />Mr. Ollendorff stated that the network installation project was on target. The remote <br />locations were being cabled currently and Charter was extending their I-Net to each of <br />our remote buildings. Maintenance of the network equipment will fall under equipment <br /> <br /> <br />
