Session 1858
November 2, 2002

warranties and the network consultant has been paid a labor fee to support the network
during installation and transition period that should hopefully last through the end of
December. A service contract with the consultant will be extended at this point or bid
out to other service contractors. A pc first responder in each department will provide
initial diagnostic support and then escalate trouble reports to the service provider where
needed. Ms. Forsythe and Officer Steve Guyot has received system administrator
training. Employees have been trained on the new network Iogon and email
procedures. It was recommended that Information Technology becomes
institutionalized as an operational unit with its own budget, procedures and policies.
This would facilitate a need for planned and justified major IT projects being included in
the City's capital improvement plan.

Mr. Wagner still does not believe that this serves as an official IT briefing and requests
that briefing be scheduled as soon as possible. He wants to see the architecture and
detailed plans.

Mr. Munkel believes the City should hire an office IT administrator to handle these
duties.

Mr. Ollendorff will get with Mr. Moton and Ms. Forsythe and set up a date for a more
detailed IT briefing.

AGENDA #8 - PARKING IN ALLEY AT PERSHING/JACKSON:

Mr. Ollendorff put up parking signs here to eliminate obstructions to allow the condo
owners easier access in and out of their garages. The police have been asked to start
ticketing after repeated requests to enforce. Now the neighbors on the other side are
protesting the signs. They want unrestricted parking on the north side of the alley. Mr.
Wagner requested that this matter be placed on the November 18'h meeting agenda for
action by the Council.

AGENDA #9 - COMMUNITY INFORMATION SIGNS:

Mr. Ollendorff reported that Mr. Moton had prepared a report on several varieties of
public signage and various locations around the City where to install them. After
discussion, the Council decided that the initial three locations should be at the SW
corner of Pennsylvania and Olive, Midland and Delmar, and McKnight and Olive. The
City would be able to post public information in these information kiosks. Mr. Wagner
felt that vandalism should be considered. Ms. Welsch doesn't believe these need to be
fancy. More locations can be added each year.

AGENDA #10 - TRINITY/DELMAR TRAFFIC CONTROL:

This is a dangerous intersection, yet no curbs can be moved, nor can the Llongates be
