Session 1859 <br />November 4, 2002 <br /> <br />Wagner, Councilmember Sharpe, Job Corps, Thomas Moton, Kathy Straatman, <br />Barbara Heise, and Major Adams. He also thanked Sherwin-Williams, in Clayton, for <br />donating paint. He then requested that a systemic plan to get rid of drug and nuisance <br />houses be compiled. He said that the owners of the property at 6901 Dartmouth have <br />appealed the action taken against them and another year could pass before the <br />problem is resolved. Mr. Dockett cited an offer by Mr. Mulligan, City Attorney to train <br />police officers on how to issue reports. He reported an increase in burglaries which he <br />felt was due to drugs. He observed that leaves could not be swept up because the <br />sweeping is scheduled on trash collection day. Finally, he stated that he and his <br />neighbors supported prop K. <br /> <br />CITY CLERK'S DOCKET: <br /> <br />BILLS FOR SECOND AND THIRD READINGS: <br /> <br />BILL NO. 8626 - AMENDING CHAPTER 8.28 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO THE PROPERTY MAINTENANCE CODE, <br />BY ENACTING THEREIN A NEW SUBSECTION TO BE KNOWN AS "SECTION <br />8.28.020 PM-11301 VACANT BUILDING REGISTRATION AND <br />MAINTENANCE;" CONTAINING A SAVING CLAUSE AND PROVIDING A <br />PENALTY. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Ms. Colquitt moved to adopt, Ms. Welsch seconded the motion. The roll call vote <br />was as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mr. Lieberman, <br />Ms. Welsch, Mr. Sharpe and Mayor Adams. NAYS: none. Bill number 8626 <br />passed unanimously and became ordinance number 6398. <br /> <br />Mr. Ollendorff commented that Council and citizens have been urging the city to <br />get tough on some of the properties that detract from the rest of the street. This <br />ordinance will require vacant building registration and maintenance. If any <br />building (residential or commercial) is vacant for more than 90 days, the owner <br />must register the property with the city and pay a $200 registration fee for extra <br />protection for their property. He said that an inspector has been hired and is <br />being trained and assigned to this function. <br /> <br />Mr. Lieberman asked if vacant buildings were subject to being boarded up. Mr. <br />Ollendorff said buildings are boarded up only when necessary. About two to <br />three years ago, after residents complained about boarded up buildings on their <br />block, the Council amended the ordinance to give city staff the authority to <br />determine if a building needed to be boarded up and a permit would be required. <br />He estimated that about a dozen structures are boarded up each year. <br /> <br />7 <br /> <br /> <br />
