Session 1859
November 4, 2002

endocrine disrupter. He reported that another compound, piprinil butoxide, increases
the pesticides' potency. He cited studies in New York, China, Washington,D.C. and the
state of Maine about the effects of other components. He asked that the Council hold a
hearing to expose citizens to other viewpoints. He gave the City Clerk a copy of
statement that he had made to the County.

Mr. Munkel asked if he knew if these pesticides were cumulative in the human body.
Mr. Kennell answered that they accumulate in fatty tissue. He said that the insecticide
was made from a natural pesticide found in chrysanthemums and that additives are
employed to create a stable and more potent compound.

Mr. Wagner asked if he had expressed these concerns to the County Health
Department and wanted to know their response. Mr. Kennell said he had made a
presentation to the Health Committee of St. Louis County two weeks earlier.

Wilma Kennel, 1332 Purdue, stated that the way the City handles the leaf pickup
schedule needs to be looked at because the first pickup is done when hardly any leaves
have fallen. She would like to see the schedule changed to a time when it is more
productive because of more leaves being on the ground.

Nancy Sachar, 8044 Lafon Place, said three years ago, the Medve apartment
development was begun on Delmar between McKnight and Bonham and that, except
for the foundation, there has been no more activity. She cited an article in the Post
(January 4, 2002) which said a restart was imminent. She observed a sign which
thanked University City for its patience and which promised a re-start in the spring of
2002 but nothing happened. She said that Councilmember Lieberman's newsletter
informed residents that a re-start would take place in December or January and
expressed her skepticism. She asked if the developer could be sued, if the site could
be redeveloped and requested an answer by the next Council meeting.

Barbara Heise, 920 Golf Course Drive, expressed her appreciation to Major Adams
who, with 6 or 7 police officers, worked on Mr. Turner's house on Rockgrove.
She thanked the Councilmembers for their support, for the study session and for their
attempts to address issues of concern. She also thanked Thomas Moron, Assistant City
Manager who contacted her after the last meeting and, along with Lehman Walker,
inspected the offending property. She said that there is no longer junk in the back yard.
Ms. Heise, also expressed dismay about the minor penalty ($50 fine) imposed on the
property at 6814 Crest which she felt should have been closer to the $1000.00 limit.

Richard Dockett, 6844 Crest Avenue, also thanked the Council for the study session
and stated the desire of the residents to be allied with the Police Department to effect
change in their neighborhood. Mr. Dockett reported that about 40 people converged on
Mr. Turner's house at 6840 Crest on Let's Make A Difference Day. He commended
everyone who came for their participation and specifically referred to Councilmember
