B. It is unlawful for any person not having a parking permit issued pursuant to this chapter to <br /> park a vehicle in any parking space without there having been deposited in the parking meter the <br /> money to pay the fee imposed by this chapter. If the timing device shows that the time for which <br /> the fee is paid has expired, and if a vehicle is parked in a parking space adjacent to such meter, <br /> then this shall be prima facie evidence that the fee required by this chapter for the privilege of <br /> parking such a vehicle in such space has not been deposited in the parking meter, unless, <br /> however, the vehicle has a parking permit issued under this chapter. Each meter shall designate <br /> the type of coin to be deposited. <br /> C. When the City's authorized attendant is on duty at the Municipal Parking Garage, Parking Lot <br /> No.2 on Zone E, a flat fee of five dollars ($5.00) will be imposed on each vehicle upon entering <br /> the parking garage, excluding vehicles parked under a permit issued according to this chapter. <br /> This flat fee of $5.00 increases from $4.00. The current rate generates $75,000 revenue <br /> annually. This increase would generate additional of approximately $18,000 per year based on <br /> the same volume of usages. The flat fee will be applied by the following schedule: <br /> Days Time Period Parking Fee <br /> Wednesday through Thursday 4:00 p.m. until close (10:00 p. m.) $5.00 <br /> Friday 3:00 p.m. until close (12:00 a. m.) $5.00 <br /> Saturday 2:00 p.m. until close (12:00 a. m.) $5.00 <br /> 10.48.100 Hours of operation--Adjustment of meters to show legal and illegal parking. <br /> It is unlawful for any person to cause, allow, permit or suffer any vehicle registered in his name or <br /> operated or controlled by him to be upon any street or right-of-way, public parking lot, or public <br /> parking garage within a parking meter zone in any parking space adjacent to where a parking <br /> meter is showing a signal indicating that the fee has not been paid, and such space is illegally in <br /> use between the hours of eight a.m. and eight p.m. of any day, Sundays and legal holidays <br /> excepted, for Zones A through F as provided in Section 10.48.030. <br /> Parking meters shall be adjusted so as to show legal parking during the period for which <br /> payment has been made, as provided in this chapter, and to show when the period expires for <br /> which payment has been made, and the parking thereafter in such parking space is illegal; <br /> provided, however, that nothing in this section shall apply to a vehicle holding a parking permit <br /> issued under this chapter. <br /> Section 2. This ordinance shall not be construed so as to relieve any person, firm or corporation <br /> from any penalty heretofore incurred by the violation of Chapter 10.48, Section 10.48, nor bar the <br /> prosecution for any such violation. <br /> Section 3. Any person, firm or corporation violating any of the provisions of this ordinance shall, <br /> upon conviction thereof, be subject to the penalty provided in Chapter 1.12, section 1.12.010 of <br /> the University City Municipal Code. <br /> Section 4. This ordinance shall take effect and be in force on December 1, 2016 , after its <br /> passage as provided by law. <br />
