AGENDA SECTION: <br /> City Manager’s Report <br />________________________________________________________________ <br />MEETING DATE: <br /> October 15, 2007 <br />1. AGENDA ITEM TITLE: <br /> First Quarter Financial Report and Motion on <br /> Delegating Transfers <br />Financial Report <br />- Attached is an FY 08 General Fund financial report of <br />revenues and expenditures for the period of July through September. As a <br />reminder, please note that many revenues at the beginning of this fiscal year are <br />actually accrued to the prior fiscal year. An example of this is sales tax. The <br />sales tax the City received in July and August were actually collected by <br />businesses last May and June so those revenues were accrued to last fiscal <br />year. It is normal that revenues are somewhat behind expenditures at this point <br />in the fiscal year. <br />In reviewing both revenue and expenditures there is very little to report so early <br />in the fiscal year, but Deputy City Manager Watson will provide additional further <br />details on the attached information at the council meeting. <br />Delegating Authority for Transfers <br /> - With the last two budget transfers there <br />has been discussion with Council about delegating authority to the City Manager <br />to approve the more minor budget transfers. This would reduce the number of <br />transfers for Council review and those would be the more significant transfers. If <br />the Council sees fit, a motion to this effect would approve delegation of this <br />authority to the City Manager for approval of budget transfers requested by <br />departments as long as they were within the same department and fund. The <br />council would still approve by resolution all use of contingency funds, transfers <br />between funds, transfers incorporating a policy change, or for increasing/ <br />decreasing total planned expenditures or revenues for the fiscal year. <br />2. AGENDA ITEM TITLE: <br /> 2008 City Calendar <br />th <br />The draft calendar was distributed with your October 11 weekly report. Are <br />there any final comments or suggested changes? The current calendar <br />language does not reflect any changes to yard waste collection. I would <br />recommend increasing the per sticker price for collection to $1.50 and leaving the <br />free collection as it stands during the leaf vacuuming season. <br /> <br />
