INTRODUCED BY: Councilmember Smotherson DATE: September 26, 2016 <br /> BILL NO. 9294 ORDINANCE NO. 7020 <br /> AN ORDINANCE AMENDING SECTION 355.040 — <br /> DISABLE PARKING, CHAPTER 355 TRAFFIC CODE, OF <br /> THE UNIVERSITY CITY MUNICIPAL CODE, TO REVISE <br /> TRAFFIC REGULATION AS PROVIDED HEREIN. <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> Section 1. Section 355.040, Disable Parking of Chapter 355 of the Traffic Code, of the <br /> University City Municipal Code is amended as provided herein. Language to be deleted <br /> from the Code is represented as ; language to be added to the Code is <br /> emphasized. This Ordinance contemplates no revisions to the Code other than those so <br /> designated; any language or provisions from the Code omitted from this Ordinance is <br /> represented by an ellipsis and remains in full force and effect. <br /> Section 2. Chapter 355 of the University City Municipal Code is hereby amended to <br /> change the Disable Parking system to designate a parking space to a specific disable <br /> person, amending the fine amounts and prohibiting long-term parking on disable parking <br /> spaces, to the Traffic Code — Section 355.040, as follows: <br /> Chapter 355. Stopping, Standing or Parking Prohibited in Specified Places <br /> Section 355.040. Disabled Parking. <br /> A. It is unlawful for the operator of a vehicle to stop, stand or park any vehicle in a <br /> parking space designed for disabled persons if, immediately adjacent to and visible from <br /> such parking space, there is posted a sign known as the international symbol of <br /> accessibility consisting of a profile view of a stylized wheelchair with occupant in white <br /> on a blue background. <br /> B. Designated disabled parking spaces may only be used when a disabled person is <br /> then, or immediately preceding being parked, was an occupant of the motor vehicle <br /> bearing the disabled license plate or windshield hanging placard issued to the disabled <br /> person pursuant to the provisions of Section 301.142, RSMo., or by those states with <br /> which the Missouri Director of Revenue has entered into reciprocity agreements. <br /> C. The provisions of Subsections (A) and (B) of this Section shall apply to all off-street <br /> parking facilities owned or operated by the City or by any privately owned or operated <br /> parking lot as well as any on-street disabled parking spaces. <br /> Page 1 of 3 <br />
