D. The driver, or any occupant, of a motor vehicle bearing disabled license plates or a <br /> windshield hanging placard which is parked or has been observed to have been parking <br /> in a duly designated disabled parking space shall, upon request from any law <br /> enforcement officer, produce the disabled registration certificate issued to the disabled <br /> person or entity as provided for in Section 301.142, RSMo., or such other authorization <br /> to show that the driver or any occupant of the vehicle is lawfully entitled to use a <br /> designated disabled parking space. <br /> E. Any person who parks in a space reserved for physically disabled persons and is not <br /> displaying distinguishing license plates or a card is guilty of,an infraction and upon <br /> conviction thereof shall be punished by a fine of not less than <br /> fifty dollars ($50.00) nor <br /> more than two hundred twenty-five dollars ($225.00). Any vehicle which has been <br /> removed and which is not properly claimed within thirty (30) days thereafter shall be <br /> considered to be an abandoned vehicle. <br /> F. All disabled persons residing in the City, may request on-street disabled parking on a <br /> residential street. On-street disabled parking spaces shall be established upon written <br /> application by an owner whose motor vehicle bears disabled license plates or a <br /> windshield hanging placard issued pursuant to Section 301.142, RSMo. Such <br /> application shall be subject to City review and will not be issued if any existing traffic <br /> regulations indicate to the contrary or if the property of the disabled person has a <br /> driveway or other off-street parking space accessible to the disabled person, unless <br /> there are unique circumstances found by the Director of Public Works and Parks. <br /> G. If the application is approved, a numbered permit shall be issued to the applicant and <br /> shall be posted on the windshield of said vehicle. The permit must be used at all times <br /> with the permit holder's permanent disabled placard Or license plate. The City shall <br /> install signs indicating such restricted parking space on any.Public right-of-way for a <br /> period of time not to exceed two( ,years subject to bi-annual;;rene al. The permit must <br /> have the corresponding permit number that is displayed on the signs. <br /> H. The applicant must observe and obey any;other parking restrictions which may apply <br /> at the approved location (i.e. Street Cleaning signs). <br /> I. The,privilege of a disabled paining space will be:immediately,discontinued with <br /> misuse of any kind. <br /> J. The permitted parking space shall not be used for long-term storage of vehicles. The <br /> vehicle must be kept in good repair and shall be operational. For the purposes u <br /> rposes of this <br /> Section, long-term storage of vehicles is defined as any:vehicle parked or left standing <br /> on a public street in the same location and not driven or moved in excess of fourteen <br /> consecutive calendar days. 'If an applicant is unable to move his or her vehicle within <br /> the fourteen day period, the applicant shall request an extension of the fourteen day <br /> period from the City Director of Public Works and Parks. The Director shall only grant an <br /> extension upon the applicant's showing of good cause. An extension shall be limited to <br /> thirty days from the day it was granted. Each applicant shall be limited to three <br /> extensions per year. <br /> Page 2 of 3 <br />
