Session 1861
November 18, 2002

possibility of having to pay an assessment. Mr. Ollendorff responded that they
were aware that part of the costs of any public improvement, whether it's
sidewalk, street or storm drain, are assessed to the benefiting properties. He
believed that all of the owners advised the Council last spring that they were
opposed. Prior to the public hearing, he would be looking for precedents, report
them to Council and let Council decide how it wants to handle the issue. Ms.
Colquitt requested a list of those residents that would be affected.

Councilmember Munkel stated that, because of past testimony from residents
about the problems from this branch, he was in favor of the improvement.

Councilmember Wagner also concurred with the improvement and wanted it
known that there was no relation between him and one of the contractors, R.V.
Wagner.

Councilmember Welsch expressed the hope that this would be the last time that
a river channel would be closed in University City. She stated that she wanted to
see University City move, as was MSD, towards employing solutions that protect
rivers, channels and banks without closing them.

Councilmember Sharpe said that he would report the Council's actions to area
citizens at a planned Wednesday meeting. He noted that many residents have
been upset about having part of their yards destroyed because of the sewer
system and would be pleased to see some action being taken.

The Mayor called for the vote. The motion to accept the Consent Calendar was
carried.

CITY CLERK'S DOCKET:

RESOLUTION:

A resolution (co-authored by Mr. Wagner, Ms. Welsch and Mr. Lieberman)
was introduced by Councilmembers Wagner, Ms. Welsch and Mr.
Lieberman entitled:

Resolution on Implementation of Proposition K.

Read by Councilmember Welsch, this resolution included all the planned
meetings pertaining to Proposition K.

Mayor Adams called for the vote and the resolution was approved.

The Mayor expressed his thanks to the citizens of University City for
voting for Prop K because it would move the City forward and provide
needed services and benefits to the citizens.
