Session 1863
December 16, 2002

Mr. Lieberman moved approval of the public hearing and Ms. Welsch seconded.
The motion carried unanimously.

MISCELLANEOUS REQUESTS AND COMMENTS:

Ms. Colquitt asked Mr. Ollendorff for a copy of the information that was sent
approximately twenty years ago to the affected Mendell homes. She wants to
see what exactly was promised them. Mr. Ollendorff will try to find that and get
her a copy.

\Mr. Munkel said that the Council had heard citizen comments at a previous City
Council meeting about the types of chemicals that we were using in spring. He
acknowledged the report prepared by Mr. Moton. He would like the City staff to
talk to the County mosquito control division and them if they have an alternative
for this adult mosquito pesticide promethian chemical that accumulates in human
fat tissues and see if they will consider using something else. Mr. Ollendorff will
do so.

Mr. Wagner said that some of his constituents had pointed out a very inequitable
situation concerned with the billing on our sewer lateral repair program. We tax
$28 for this program, but a six unit condo that shares one lateral sewer get six
$28 tax bills. This is inequitable and should be studied and rectified by
ordinance. He asks that the City Attorney and City Manager study this and
present a resolution for Council decision. Mayor Adams clarified it isn't a tax bill,
but an insurance bill. Mr. Lieberman suggested looking at how the County is
handling condo and apartment units.

Ms. Welsch inquired about the Medve project. It looked construction started for a
few days and then now nothing. Mr. Ollendorff said he was assured that
construction has started. If Medve delays it starts to hurt him financially.

Mr. Sharpe agrees with Mr. Munkel's request concerning the mosquito chemical
and urges use of a safer alternative.

Elsie Glickert, 6712 Etzel, was curious if the loss of birds in her neighborhood
was because of the mosquito problem. The Council said that the West Nile Virus
was indeed the culprit.

EXECUTIVE SESSION:

Mr. Wagner moved to adjourn to executive session immediately following this
meeting in the 2® floor conference room of City Hall to discuss personnel matters
per RSMo statute 610.021 (3). Mr. Sharpe seconded the motion. The roll call
vote as as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mr.

]4
