Session 1863 <br />December 16, 2002 <br /> <br />The bill was given its first reading and assigned number 8636. <br /> <br />2. A bill was introduced by Mr. Wagner, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 10.40 OF THE CITY CODE, <br />RELATING TO STOPPING, STANDING AND PARKING GENERALLY, <br />BY REPEALING SECTION 10.40.100 THEREOF, RELATING TO <br />STOPPING, STANDING OR PARKING PROHIBITED IN STREET OR <br />ALLEY UNDER CERTAIN CONDITIONS, AND ENACTING IN LIEU <br />THEROF A NEW SECTION TO BE KNOWN AS "SECTION 10.40.100 <br />STOPPING, STANDING OR PARKING PROHIBITED IN STREET OR <br />ALLEY UNDER CERTAIN CONDITIONS, THEREBY AMENDING SAID <br />SECTION SO AS TO DELETE THE REQUIREMENT THAT THE <br />OPERATOR OF AVEHICLE PARKED IN AN ALLEY REMAIN IN THE <br />VEHICLE, PROVIDED THE ALLEY IS MORE THAN 18 FEET WIDE; <br />CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALY. <br /> <br />The bill was given its first reading and assigned bill number 8637. <br /> <br />Mr. Lieberman stated that after reviewing this matter on the Jackson alley <br />that it is so obviously wrong that we have to go through this bill cycle. We <br />have this ordinance that does not allow parking in alleys. Parking has <br />been going on in alleys because there have been no complaints. <br />Suddenly, there is a new development that comes into the area and we <br />now have a problem, because there is parking there that should never <br />have been there all along. He believes that this is the wrong thing to do. <br />We should enforce our current ordinances. <br /> <br />Mr. Wagner stated that he disagreed. He believes it is a very good <br />ordinance. He has met repeatedly with people on both sides of this <br />argument. This is a compromise that will solve many of the social <br />problems in that alley. It is the widest alley in University City, and thus it <br />will not have the same problems as other narrower alleys have. He urges <br />Council's support. <br /> <br />PUBLIC HEARING REQUEST: <br /> <br />Mr. Lieberman said that we wanted to set a public hearing either January 27th or <br />February 10th to hear from the pubic on billing owners for property improvements. <br />This is a suggestion by our City Manager and he thinks that it is a good move to <br />have the public hearing. It was quickly decided amongst Council and Mr. <br />Ollendorff to have the public hearing on January 27th. <br /> <br />]3 <br /> <br /> <br />
