Session 1863 <br />December 16, 2002 <br /> <br />Mr. Munkel made the motion to approve; Ms. Welsch seconded. <br /> <br />Mr. Lieberman stated objections to door-to-door solicitations. He asked Mr. <br />Ollendorff if the solicitors would be badged so that they could be identified. The City <br />Manager replied that permit requirements included proper identification by solicitors, <br />hours of solicitation, restrictions, etc. Mr. Lieberman asked the applicant if they had <br />attempted to conduct solicitations outside of University City businesses. His question <br />was answered by Ms. Meryl Avis, 7015 Tulane. Who responded that they found talking <br />to citizens door to door more effective. <br /> <br />Mr. Wagner stated that he shared Mr. Lieberman's concerns and asked for the time <br />period for their solicitations. Ms. Avis replied that they hoped to start December 17, <br />2002 and would continue for 3 to 4 weeks. He suggested that they schedule future <br />solicitations for a different time of the year when it doesn't get dark as early. <br /> <br />Ms. Welsch acknowledged her colleagues' concerns but applauded MOPIRG for raising <br />public awareness on some vital issues. <br /> <br />Mr. Sharpe inquired how many people would be soliciting at a time. Ms. Avis said that <br />one person goes to each door, each has a cell phone and that she knew where <br />everyone was at all times. <br /> <br />Mayor Adams called for the vote. The motion carried 5 to 2 with Mr. Lieberman and Mr. <br />Wagner voting Nay. <br /> <br />AGENDA #5 - LIQUOR LICENSE UPGRADE - 6269 DELMAR: <br /> <br />Mr. Ollendorff reported that Addis Restaurant had applied to upgrade its license to sell <br />alcoholic beverages by the drink from beer and wine to liquor of all types. The current <br />operators have not caused any problems and have a clear recent record. He <br />recommended that Council approve this upgrade since all City ordinance and policy <br />requirements appear to have been met. <br /> <br />Mr. Munkel moved to accept the recommendation, Ms. Welsch seconded and the <br />motion was carried unanimously. <br /> <br />AGENDA #6- HEMAN PARK STADIUM PROPOSAL: <br /> <br />Mr. Ollendorff informed Council that the Park Commission requested their endorsement <br />of a proposal to build a varsity baseball field/stadium in Heman Park. He stated that, <br />although detail plans had not been made, the project would include fencing, bleachers, <br />scoreboard, dugouts, grass infield, irrigation, and drainage improvements. He noted <br />that University City East, who spearheaded the project, reported that the school district <br />will pay maintenance costs for this field and will relocate the small ball diamond, which <br /> <br /> <br />
