Session 1863 <br />December 16, 2002 <br /> <br />AGENDA #3 - CONDITIONAL USE AMENDMENT - 7501 OLIVE, PHARMACY DRIVE <br /> <br />THRU: <br /> <br />The City Manager concurred with the Plan Commission recommendation for an <br />amendment to a Conditional Use Permit that would allow the Walgreens Store at 7501 <br />Olive to operate a pharmacy-only drive thru on a 24-hour basis for a six-month trial <br />period. He said that all residents had been notified of the proposal and none had <br />expressed any opposition. All conditions regarding noise control previously applied will <br />remain in force. The Plan Commission recommended approval after hearing no <br />objections from adjacent residents. <br /> <br />A motion to adopt the amendment was made by Mr. Munkel and seconded by Ms. <br />Colquitt. <br /> <br />Mr. Lieberman asked if the main store would remain open during this 24 hour period. <br />Mr. Ollendorff called on a representative for Walgreen's, Art Barnes of Pace Properties <br />to respond. Mr. Barnes answered that the main store would be open 24 hour service if <br />the drive-thru hours are approved for 24 hour service. Currently, the drive thru and <br />main store are restricted to the hours of 7:00 am to 11:00 pm <br /> <br />Ms Welsch stated that she was glad for the six month trial period because it would give <br />area residents an opportunity to see how this new service worked out. <br /> <br />Mr. Munkel said that he had inspected the location; the area was pretty well buffered by <br />the height of the wall and recommended approval. <br /> <br />Ms. Colquitt inquired whether the neighborhood association had been notified of the 24 <br />hour operation. <br /> <br />Mr. Wagner stated that when the project first arose, there had been concerns about <br />noise in the neighborhood. He noted that the drive-thru was for prescription pickup <br />only; there were no speakers or anything that might create noise. He felt that it a 24- <br />hour pharmacy would be a benefit to the neighborhood and would be non-intrusive. <br /> <br />The motion was voted on and approved. <br /> <br />AGENDA #4 - REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC <br /> <br />INTEREST RESEARCH (MOPIRG): <br /> <br />The City Manager reported that the Fund for Public Interest Research planned to <br />conduct a door-to-door campaign on behalf of MoPIRG (Missouri Public Interest <br />Research Group) for the period December 17, 2002 through January 17, 2003 to collect <br />financial contributions and petition signatures. The organization works on environmental <br />and public health issues and certified that fundraising overhead would not exceed 25% <br />of the total amount raised. Mr. Ollendorff said that their application met all city <br />ordinance requirements and that a representative of the organization was present to <br />answer Council's questions.
