Session 1864 <br />Study Session <br />January 11, 2003 <br /> <br />It was the sense of the Council that the City Manager will continue to define 18 wheeler <br />(versus other types of trucks) and draft appropriate legislation to present to Council. <br /> <br />AGENDA # 11 - CITY HALL RESTORATION PLAN: <br /> <br />Mr. Ollendorff advised the Council that a preliminary study by architects showed the <br />need for a more detailed study. A $12,000.00 grant has been approved and will cover <br />part of the costs. <br /> <br />It was the sense of the Council that the City Manager will proceed to get detailed <br />proposals over the next 2 weeks, consult with the Historic Preservation Commission for <br />its response and then return to Council for a decision. <br /> <br />AGENDA # 12 - UPDATE ON METROLINK ISSUES: <br /> <br />Mr. Ollendorff informed Council that around March, they will be asked to grant 7 or 8 <br />easements to the Metrolink Project. He gave a presentation of the location and purpose <br />of the easements, landscaping plans, and maintenance issues. <br /> <br />After discussion, it was the sense of the Council that the members will inform the City <br />Manager if they foresee other problems so that their resolution can be incorporated into <br />negotiations. <br /> <br />AGENDA #13 - DEVELOPMENT SUBSIDY POLICY: <br /> <br />In addition to advising Council on the status of a development, the City Manager <br />requested and it was agreed, that Council will consider clarifications to its policies on <br />Tax Abatement and T.I.F. at a future Executive Session to facilitate future negotiations. <br /> <br />AGENDA # 14 - SEWER IMPROVEMENT ASSESSMENT POLICY: <br /> <br />Mr. Ollendorff wished to discuss the assessment issue of the Mendell sewer improvement <br />residents. He said that in all cases where the City has fronted the costs, the City has <br />always passed the costs to the adjacent owners of the improvements. However, the <br />Council could choose to not charge the residents in this case. Since the residents will be <br />receiving larger, extended yards, it would be justifiable to charge them for the <br />improvements. He said that a public hearing to discuss this was scheduled for the <br />January 27th regular meeting.
