Session 1864 <br />Study Session <br />January 11, 2003 <br /> <br />The City Manager informed Council of a request by citizens to place the Resolution on <br />the City Clerk's Docket. It was the sense of the Council to withhold the matter from the <br />Docket until the resolution is rewritten to reflect mandates of the City Charter. <br /> <br />AGENDA # 7 - PROP K UPDATE AND FITNESS CENTER GRANT: <br /> <br />Using F.E.M.A. maps, Mr. Ollendorff identified the affected area and advised the <br />Council of some of the constraints on Flood Plain development. Mr. Ollendorff notified <br />the Council that University City has been awarded a grant of approximately $188,000 for <br />renovation of a portion of the Fitness Center and for purchase of equipment. Since <br />citizen input will not be finalized until May, 2003, starting renovation after that date, <br />there may not leave enough time to utilize the grant before the deadline. <br /> <br />After considerable discussion, it was the sense of the Council that the City Manager <br />proceed to hire an architect to start the baseline specifications. <br /> <br />AGENDA # 8 - DISCUSS CITIZEN COMPLAINT TRACKING: <br /> <br />Councilmembers reported receiving complaints from citizens about how they are treated. <br />There was also discussion about fraudulent anonymous calls on the tip line and the <br />importance of guaranteeing anonymity. <br /> <br />It was the sense of the Council that the City Manager would be in contact with each <br />member for specific details to let him know where to concentrate his efforts. <br /> <br />AGENDA # 9 - VACANT PROPERTIES: <br /> <br />Councilmember Wagner informed Council about complaints from developers about our <br />ordinance pertaining to the demolition of longtime, vacant houses. They claim the 60 day <br />deadline does not allow enough time to bring the interior of the property up to code. <br />Developers would prefer that the City remain strict with exterior upkeep, but loosen up <br />on the interior requirement. <br /> <br />It was the sense of the Council that the City Manager will investigate proposing some <br />type of legislation that would provide leniency or citation on a case by case basis. <br /> <br />AGENDA # 10 - SUTTER AVENUE TRUCK TRAFFIC: <br /> <br />Mr. Ollendorff reported complaints from some of the residents on Sutter (around Corbett <br />and Julian) with regards to noise made by truck traffic hitting potholes. Plans to repave <br />the street would ameliorate the problem. However, the Traffic Commission is <br />considering a recommendation to close that area to truck traffic. Businesses in the <br />Industrial Park were polled to determine the affect that this proposal would have: three <br />businesses depend on Page for receiving and shipping. A plan to propose a ban on large <br />truck traffic on two blocks of Sutter would accommodate both business and residents. <br /> <br /> <br />
