The fee currently provides about $50-60,000 per year which <br />CALOP uses to provide grants to amateurs. <br /> <br />The sense of the Council was to extensively publicize the benefits that CALOP provides <br />in order to better justify to the residents the purpose of the CALOP fee. <br /> <br />AGENDA #4 - CONDO SEWER LATERAL LINE FEE: <br /> <br />Mr. Ollendorff told the Council that the legislation he had planned to present has to be <br />postponed because of a law suit. Owners of structures with 6 or fewer units are billed by <br />the County for $28.00 a year to cover lateral sewer line repair creating a dilemma: <br /> <br />1. A building with six rental units pays one fee. If that building is converted to a <br /> condominium, there are then six owners who must pay six bills. The suit <br /> contends that the system is unfair. <br />2. A condo building with more than six units is not eligible. But each property <br /> owner is still assessed the fee by state law for a service that's not available to <br /> them. <br /> <br />The City Attorney is preparing a bill whereby the County will continue to collect fees <br />according to state law; those fees will be turned over to the City who will in turn refund <br />the fee to affected property owners. He also has to investigate the basis of the lawsuit <br />before a specific proposal is presented to the Council. <br /> <br />It was the sense of the Council that the City Manager would report back to them on the <br />legal and financial ramifications of any changes. <br /> <br />AGENDA #5 - AUDITOR'S REPORT RESPONSE AND INVESTMENT POLICY: <br /> <br />Mr. Ollendorff advised Council that the auditors issued a clean report with only three <br />recommendations: <br /> <br />1. A change in the national standard for municipal accounting will require that <br /> University City's balance sheet include the value of all the city's infrastructure <br /> assets. <br />2. Improve inventory of fixed assets. <br />3. Amend policy to reflect changes in state law that allows municipalities to invest <br /> city funds in a broader range of assets. <br /> <br />It was the sense of the Council to place the proposed investment policy on the next <br />meeting docket for discussion and approval.
