public meeting tonight at 7:00 PM at the Julia Goldstein <br />UCityUnited coordinated a <br />Early Childhood Center (Kingsland). Deputy City Manager Janet Watson will provide a <br />ten to fifteen minute overview of our efforts last year to reduce the deficit. John Solodar, <br />Chair of the City Manager’s Citizen Advisory Financial Task Force, will provide an <br />overview of the group’s experience thus far before fielding questions. <br />MoDOT’s open house meetings November 14 and 15 <br />The public is invited to to learn <br />about the details regarding the closures and the activities planned for 2008. The <br />meetings will be as follows: <br />? <br /> November 14, from 5-8 p.m. at MoDOT’s Transportation Management Center, <br />14301 South Outer Forty Drive, at the I-64 and Route 141 interchange. <br />? <br /> November 15, from 4-7 p.m. at Clayton High School Commons Area, 1 Mark <br />Twain Circle in Clayton. <br />January 2 closure of I-64 <br />Keep planning for the Wednesday, from Ballas Road to I-170 <br />before morning rush hour. All lanes of I-64 in this 5-mile section will be closed for the <br />entire calendar year of 2008. At the west end of the closure, eastbound I-64 will be <br />diverted to north or southbound I-270 with one lane open to Ballas Road. Westbound I- <br />64 will have one lane open from Ballas Road and the ramps from north and southbound <br />I-270. At the east end of the closure, westbound I-64 will have one lane exit only to <br />Hanley Road and two lanes exit only to northbound I-170. Southbound I-170 will have <br />one lane exit only to Eager Road and two lanes exit only to eastbound I-64. <br />Northbound I-170 will have one lane from Eager Road. There will be no access on or <br />off I-64 at Brentwood. Beginning December 26, various lanes will be closed on I-64 to <br />make striping and signing changes to prepare for the complete closure on January 2. <br />After the road closes January 2, crews will immediately begin demolition activities. <br />Major demolition work is scheduled for Lindbergh, Clayton/Warson and Brentwood <br />during the month of January. <br /> <br />News from the State League: <br />MISSOURI MINIMUM WAGE INCREASES ON JANUARY 1 – MML LAWSUIT … <br />Because of the annual inflation index in Missouri’s new minimum wage law, the <br />minimum wage will increase to $6.65 on January 1, 2008. The MML currently is <br />involved in a lawsuit to determine if the state minimum wage law applies to <br />municipalities and to challenge the Mo. Dept. of Labor’s opinion that cities must pay <br />police officers and firefighters time-and-a-half after 40 hours per week. The lawsuit has <br />been scheduled for a hearing in the Cole County Circuit Court on November 5. It may <br />be a year before the Missouri Supreme Court issues a final decision. City staff is <br />waiting on finalizing our MOU with the Fire Union before the hourly rate is adjusted to <br />accommodate the law change. With or without the MOU, we will need to make the <br />adjustment before the end of the year. <br /> <br />CITIES SUED TO NULLIFY SALES TAXES ... <br />Tom Burcham, a Farmington attorney, <br />has sued at least three small Missouri cities to nullify their sales taxes, require refunds <br />and to receive his attorney’s fees. He claims that the cities did not follow proper <br />procedures in passing the sales tax ordinances. Several months ago, Mr. Burcham <br />requested copies of city sales tax ordinances from hundreds of cities. So far, he has <br />sued Ellington, Mountain View, and Potosi. We expect additional lawsuits. If he is <br /> <br />
